Description
Under the authority of Federal Acquisition Regulation, Part 13, Subpart 13.106-1(b), the U.S. Department of the Interior, BIA, Office of Indian Education Programs (OIEP) intends to contract on a sole source basis the services of Northwest Regional Educational Laboratory (NWREL); 101 SW Main Street, Suite 500; Portland, Oregon 97204 to provide technical assistance and evaluation in the area of School Reform utilizing the ?Onward to Excellence II Model,? for the Pine Ridge School, Pine Ridge, South Dakota. The Pine Ridge School purchased the ?Onward to Excellence II? model in order to fulfill a requirement of the ?Comprehensive School Reform Demonstration? grant, of which they are a recipient. NWREL developed the ?Onward to Excellence II? model and owns rights to it. The Pine Ridge School is currently in the second year of implementation and is now in the stage of development. It is necessary to purchase the services and supplies identified by the ?Onward to Excellence II? model in order to develop their five-year plan for school reform in accordance with P.L. 107-110, No Child Left Behind Act of 2001 and remain in compliance with the terms and conditions of the grant. This five-year plan must encompass research-based strategies and yield carefully planned documented, results based on test scores. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. All responsible sources may submit a quotation, which, if timely received, shall be considered by the agency. If no affirmative written response is received within 5 calendar days from the publication of this synopsis, a contract may be issued to the proposed contractor without further notice.
