Description
NA This project requires all plant, labor, tools, materials, equipment, transportation and supervision to construct a new Vehicle Maintenance Facility for the Pennsylvania Air National Guard, 171st Air Refueling Wing, located at the Pittsburgh International A irport Coraopolis, Pennsylvania. The facility will consist of an administrative office area, classroom, latrine and locker rooms, shop area, tools and parts storage area, hazardous and recyclable materials storage area, drive through service bays for vehi cle repair, maintenance and lubrication. A separate drive-through bay will be provided for servicing refueling vehicles, and a separate drive-through bay will be provided for painting vehicles. The paint bay will include a pre-fabricated drive-through pai nt booth. The building will encompass approximately 12,945 square feet of floor space. The building?s construction will consist of exterior masonry bearing walls utilizing split-faced concrete block. The roof structure will consist of a steel frame supp orted by the exterior walls. The roof will be metal deck with rigid insulation covered by a standing seam metal roof. The site will be entirely paved and will include covered parking spaces, encompassing 4,000 square feet of paved concrete. An additiona l 2,000 square feet of open parking will also be concrete paved. New site utilities include sanitary sewer, storm drainage, gas, underground electric and a second water service. Due to the nature of the existing soils, extensive site preparation is requi red. This will require removal of the existing fill material and replacement under controlled conditions. The anticipated date for a site visit is 05 JUN 02. The performance period for this project has been estimated at three hundred (300) calendar days . The estimated construction range is between $1,000,000 and $5,000,000. The solicitation, a Best Value Request for Proposal, will be available fifteen (15) calendar days after publication of this notice. The proposal due date will be no less than thirt y (30) calendar days after the availability of the solicitation. The projected date for availability of the solicitation is 22 MAY 02 with a projected proposal due date of 21 JUN 02. The solicitation is unrestricted, all responsible sources are encourage d to apply. A limited number of solicitations will be available on a first come first serve basis with one set of plans and specifications provided with each solicitation. The solicitation, plans, and specifications may also be reviewed at the United St ates Property and Fiscal Office, Annville, Pennsylvania. A copy of the proposal package will also be sent to Dodge Reports and Pittsburgh Builders Exchange. Requests for the solicitation shall be submitted in writing to the United States Property and Fis cal Office, Purchasing and Contracting, Department of Military and Veterans Affairs, Fort Indiantown Gap, Annville, Pennsylvania 17003-5003. Contractors must provide the following information with their request for the solicitation: Full Mailing Address, Phone and Fax number, E-mail Address, Federal Tax Identification Number, Cage Code, Duns Number, Corporate Status, Socioeconomic Category, and Business Size. To determine business size contractors shall use North American Industry Classification Code 233320. The small business size standard for this code is 28.5 million ? average annual gross reven ue for the last three fiscal years. All requests for the solicitation shall be received no later than fifteen (15) calendar days prior to the date proposals are due. Further questions concerning the solicitation shall be submitted in writing to the Unite d States Property and Fiscal Office, Pennsylvania.
