Description
The Air Force Flight Test Center (AFFTC), Edwards AFB intends to solicit and award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures, to L-3 Communications Aydin Telemetry of Newton, PA. This acquisition is unrestricted. The Standard Industrial Classification Code is 3572. The NAICS code is 334112. The following items will be procured: Four (4) each Model CBE-850 CAIS Bus Emulators. The salient characteristics for these Bus Emulators are: A. IBM-PC compatible multi-function card which supports programming of the CAIS DAU Remotes, emulation of the CAIS ASC and CAIS DAU Remotes, and acquisition of PCM data per TRIG-106. The architecture allows software configuration of the following four (4) hardware functions: 1) CAIS Master Emulator (CME), 2) CAIS Bus Emulator (CBE), 3) CAIS DAU Simulator (CDS), and 4) PCM Acquisition; B. Basic Features: 1) Emulate CAIS Airborne System Controller (ASC), 2) Emulate CAIS Bus Command/Reply traffic for DAU Programming, 3) Allows the PC to operate as an active DAU, 4) PCM Quick look at 1553 data per TRIG-106-93, 5) DAC output (strip chart display of selected parameter), 6) Compatibility with PC/AT, compatibles, or Vector?s PCA-800, 7) Engineering Utility Software. The above units will have to be compatible with the existing CBE-850 CAIS Bus Emulator units that are currently being used in the ground support units in support of the F-22 Engineering Manufacturing and Development which are manufactured by L-3 Communications Aydin Telemetry. Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government?s requirement. In addition, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Anticipated Award date is May 17, 2002. Responses must be received no later than (NLT) 4:00 p.m., Pacific Standard Time, May 16, 2002. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within 10 days of the publication of this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Facsimile responses are acceptable and must be received on or before the closing date. Telephone requests to be placed on a mailing list will not be honored.
