Description
This is a sources sought announcement looking for HUBZone, 8(a) and Small Business Concerns that can demonstrate that they have experience and capabilities to perform the tasks within the following statement of work. The Department of Health and Human Services, Program Support Center, Division of Acquisition Management intends to issue a Request for Proposal (RFP) in the future. Under the RFP, offerors shall design and conduct a rigorous, multi-site impact and implementation evaluation utilizing random assignment of large numbers of individuals. The evaluation will include low-income couples who have a child out-of-wedlock and will assess the effectiveness of programs designed to improve outcomes for the children by helping their parents who wish to marry to enter and sustain healthy marriages, helping all their parents develop positive family relationships and functioning, and addressing varied service needs. The specific goal of this project is to increase knowledge about policies, services, programs and service delivery approaches that offer promise for improving child and parental wellbeing by increasing marriage and positive family functioning. This will be accomplished through the identification and recruitment of six study sites, provision of technical assistance on program and evaluation issues, close program performance monitoring and feedback, and the conduct of an impact evaluation based on large samples of individuals randomly assigned to treatment and control groups. IN RESPONDING TO THIS SOURCES SOUGHT ANNOUNCEMENT, HUBZONE, 8(a) SMALL BUSINESS CONCERNS MUST SUBMIT WRITTEN CAPABILITY STATEMENTS THAT DEMONSTRATE THAT THEY HAVE STAFF WHO POSSESS THE KNOWLEDGE, SKILLS, AND ABILITIES LISTED: (1) academic training and experience in the conduct of impact analyses based on the random assignment of individuals; (2) experience and ability to implement field experiments involving establishment of appropriate points of random assignment and monitoring of random assignment in the field to ensure sample integrity; (3) corporate and staff experience and ability to provide immediate assignment status to field staff responsible for random assignment; (4) experience and ability to manage and monitor program operations and evaluation issues in multiple sites across states simultaneously; (5) knowledge and experience providing technical assistance in establishing new programs targeting low-income populations or unwed parents; (6) experience providing technical assistance and performance feedback to program staff on evaluation support responsibilities; (7) knowledge of marriage education and enhancement programs and services; (8) knowledge of the characteristics and needs of low-income unwed parents and their children; (9) ability and experience developing survey instruments that address a broad range of child and family wellbeing measures and couple relationship status; (10) ability and experience in fielding large surveys in multiple sites and attaining response rates of at least 75 percent; (11) ability and experience analyzing technical information from impact analyses and writing in non-technical, clear language; and (12) experience presenting project information to local, state, and federal staff. THE TASKS UNDER THE PROPOSED PROJECT WILL INCLUDE: development of logic models of alternative program designs; identification and recruitment of six sites that can meet evaluation needs and criteria; provision of technical assistance in the design/development/implementation of programs to increase marriage and positive family functioning among unwed couples; performance monitoring and benchmarking of site implementation; development of evaluation plans for each site that incorporate random assignment of individuals or couples to treatment and control groups, establish appropriate points of random assignment, provide power analyses to determine appropriate sample sizes, and include state-of-the-art methods for conducting impact and implementation analyses; development of survey plans that result in response rates of at least 75 percent and instruments that meet OMB approval and result in sound measures of child and family wellbeing; conduct of impact analyses that include differences by site, subgroups, and treatment variables; conduct of implementation analyses that help interpret the impact findings and document the operational experiences of participants and program staff; development and delivery of public use data files for the impact studies; the conduct of briefings; and preparation of special topical reports and issue briefs.
