Description

The U.S. Department of Commerce, National Severe Storms Laboratory (NSSL) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with Basic Commerce and Industries, Inc. (BCI) for the study of feasible track processor solutions for tracking aircraft targets using the proposed Norman Weather Radar Testbed (NWRT) baseline system (i.e., Phased Array Weather Radar). BCI is not only familiar with the SPY-1 Phased Array Radar technology, but is familiar with the NWRT and has conducted the initial feasibility study during FY01 that identified the changes needed. This next phase study will build upon results from the study already conducted. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures, NTE 100K. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
