Description
NASA/GSFC plans to issue a Request for Offer (RFO), on a sole source basis to SpaceWorks, Incorporated, for the continuation of work to enhance the capability of the SpaceWorks developed Inter-Satellite Ranging and Alarm System (IRAS) test bed. The IRAS is a critical part of the Magnetospheric MultiScale (MMS) mission. The MMS mission is comprised of a four-satellite constellation flying in an initial tetrahedron configuration with spacing variable from less than 10 km to 64,000 km. The Contractor shall focus on updating the IRAS ranging board and test bed designs and establishing options for the rf portion of IRAS. The effort shall include: 1) update the IRAS ranging board design based on test bed results; 2) increase functionality of the IRAS ranging board; 3) fabricate and test a minimum of two IRAS ranging boards; 4) operate IRAS test bed with updated ranging boards to determine revised performance; 5) define implications to IRAS system design; and, 6) identify alternatives for the rf portions of IRAS. The proposed firm-fixed price contract will have a 6-month basic period of performance. The Government does not intend to acquire a commercial item using FAR Part 12. An Ombudsman has been appointed. See Notes B, 22, and 26. Statutory authority for this sole source procurement is 10 U.S.C. 2304(c)(1)--Only One Responsible Source. However, organizations who believe they can provide these services without any detrimental impact to the program schedules supported by this work, should fully identify their interest and capabilities within 15 days after publication of this synopsis. Interested organizations have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/ capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered non-responsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
