Description
The General Services Administration intends to negotiate on a sole source basis with Rotating Precision Mechanisms Incorporated. The contractor shall provide specialists, engineers, technicians and systems integrators to provide the Naval Air Warfare Center, China Lake, CA with the continued development of the Active Electronic Scanning Array Jammer (AESAJ). The developed simulator can replicate three threat ground based jammers using various jamming techniques, and be mobile. This work will require the development of a pedestal subsystem controlled by a pedestal control computer (PCC). When integrated with the AESAJ System Control Computer ( SCC), the PCC shall provide manual direct user input and or remote SCC Time Space Position Information (TSPI) input control of the pedestal. The PCC shall also provide global positioning data to the SCC and utilize commercial off-the-shelf (COTS) technologies and components wherever practical. Rotating Precision Mechanisms Incorporated has been the sole developer of an existing pedestal system that is a major component of the AESAJ and all its modules that combined COTS products, scripts and graphical user interfaces. All interested parties must submit a capability statement that sufficiently describes their qualifications, capabilities, and previous experience relevant to fulfilling the above requirement. Capability statements shall include evidence that firm has previous experience in development of threat simulators, airborne A/G radar systems, manufacturing of these systems, computer control systems, and interfacing with existing electronic warfare range systems. The offeror must describe at least two similar projects that their firm has worked on which are similar in scope and their outcome and at least one customer reference POC with telephone number for these projects. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. In the absence of responses from firms that believe they have the capability to provide theses services, GSA intends to negotiate with Rotating Precision Mechanism Incorporated, Northridge, CA.
