Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD) seeks sources within industry for de-emulsification (emulsion breaking) processes/systems for oil in water emulsions that are present in U.S. Navy ship bilge water. The system shall exhibit, as a minimum, the following characteristics:(1) ability to treat or break oil in water emulsions, consisting of oil droplet sizes 20 micron and smaller, present in bilge water with an oil content that varies between 15 ppm and 10,000 ppm; (2) ability to perform in the presence of influent dissolved solids, suspended solids, a pH range of 3 to 9, and a wide variety of solvents, detergents and cleaning agents; and (3) ability to process flow rates of 5 to 50 gallon per minute for continuous processes or a minimum of 300 gallons per hour for batch processes. Multiple treatment stages are acceptable but not required. Either batch or c ontinuous systems are acceptable. In addition, the following information must be provided: flow rate range for continuous treatment systems; batch size and processing time for batch treatment systems; requirements for pre- or post- treatment equipment to facilitate de-emulsification and the separation of de-emulsified oil and sludge from water; disposal requirements for waste/sludge generated; requirements for the use of chemical addition; the characteristics, safety requirements (including MSDS), and consumption rate of chemicals, if required; particle size range of emulsified oil droplets treated; normal operating and maximum permissible temperatures and pressures; overall physical dimensions; total dry and wet weights; power requirements; additional utilities requirements (e.g.: potable water, compressed air); maintenance requirements; degree of automation; labor requiremen ts for operation and maintenance; current application(s) of the system; typical performance (e.g.: efficiency of de-emulsification and oil/water separation); and system cost. A summary of agents or contaminants that could potentially interfere with the operation and performance of de-emulsification treatment is also required. Responses to this synopsis are requested no later than 23 May 2002. This synopsis is for information purposes only to identify potential suppliers. It does not constitute an RFP and does not obligate the Government in any way to purchase any of the systems offered.
