- Description
- The Federal Railroad Administration (FRA) is seeking qualification statements from sources capable of evaluating the Guided Lamb Wave (GLW) approach of the Acoustic Emission Testing (AE) when applied to tank cars. Unless another qualified source is available, it is anticipated that a sole source cost plus fixed fee award will be made to Physical Acoustic Corporation (PAC). The period of performance will be 14 months from date of award. This procurement requirement is to evaluate a refined AE inspection in its present state. AE testing is considered a passive technique due to the fact that the sensors just "listen" and any sound that is detected is usually generated by a defect under load. If a pulsar were to be added to the AE setup, the equipment being tested could be periodically pulsed to determine the state of the material between the pulsar and the AE receivers. This form of active monitoring can be categorized as a GLW approach and is the basis of this sources sought notice. The following tasks are to be performed. Task 1 - Kick off meeting, Task 2 - Determine Sensitivity Requirements, Task 3 - Develop Inspection Standards, Task 4 - Data Collection, Task 5 - Data Analysis, Task 6 - Software Development Part I, Task 7 - Software Development Part II, Task 8 - Field Testing, Task 9 - Further Data Analysis, Task 10 - Demonstration & Evaluation. Interested sources must submit a fully descriptive statement of qualification by 2:00 p.m., on Wednesday June 1, 2002. Qualification statements shall be limited to 15 pages, including a description of organizational and individual knowledge as well as working experience with the aforementioned tasks. Sufficient detail should be provided in the qualification statement to allow FRA to make a determination of whether the work can be performed by your company. In addition to qualification statements, please submit Resumes of key personnel who would be assigned to manage and implement the required work.
