- The solicitation will be available on or after May 28, 2002; but will not be available for distribution through the General Services Administration's Federal Bureau Opportunities (FBO) web site http://www.fedbizopps.gov/. The Federal Bureau of Investigation's (FBI), Child Abduction and Serial Murder Investigative Resources Center (CASMIRC), National Center for the Analysis of Violent Crime (NCAVC), has a need to contract the services of a research coordinator or case facilitatory consultant who has specialized training in criminal investigation methodology in the areas of child homicide; serial murder; violent sex offenses; child abduction; missing children; mysterious disappearances of children; and/or the sexual exploitation of children. This will be a labor-hour type contract with fixed unit rates for one (1) base year and four (4) additional one-year option periods. Performance will begin in calendar year 2002. The place of performance is the CASMIRC facility located in Quantico, VA. It is required that the Contractor reside within commuting distance of the CASMIRC facility. Should the contractor reside outside of the commuting area, the contractor must agree to relocate his/her residence to this vicinity at his/her own personal expense within three (3) months following contract award. The ultimate goal of CASMIRC is to interview a total of 300 inmates in two categories: Child Abductors Who Kill Their Victims and Serial Murderers. The contractor shall be able to provide services and obtain records for the following tasks: (a) establish and manage a system for determining the names and locations of state and federal prison inmates who qualify as subjects for the two research projects through review of existing files and materials in NCAVC; (b) determine through ongoing interaction with the CASMIRC researchers, prison administrators, and inmates, which of the identified inmates are able and willing to participate in the research; (c) arrange and schedule numerous interviews through consultation with the researchers and parallel communication and coordination with appropriate officials within Federal, state and local correctional systems; (d) obtain all relevant supporting documents, reports, photographs, and related items on each criminal case relevant to the studies; (e) acquire all available background information on each offender identified for the projects, to include investigative reports, pre-sentence investigation reports, and any available psychiatric/psychological evaluation reports; (f) establish and maintain an in-house system for organizing, reviewing, cataloging, and storing all materials received on each case for the studies; (g) assist with the preparation of reports and other publications to Congress, law enforcement entities, and academic researchers; and (h) assist in the interpretation and evaluation of data from the collected reports to be utilized for entry into a data management system. The contractor shall possess a Top Secret security clearance or the ability to be cleared at the Top Secret level. The contractor must successfully complete a background investigation, polygraph examination and be tested for drugs. The contractor shall at a minimum meet the following requirements: (1) twenty years of law enforcement experience in one or more Federal, state, or local law enforcement agency; (2) ten (10) years of criminal investigative experience; (3) one (1) year experience assigned to the investigation of one or more of the following criminal offenses: serial murders; child homicides; violent sex offenses; child abductions; missing children; or the mysterious disappearances of children; (4) two (2) years of verifiable experience in implementing, conducting, and completing large scale, major, and/or complex law enforcement activities and/or projects; (5) two (2) years experience in positions/assignments working with multifaceted Federal, state, and local law enforcement agencies; prosecutor offices; court systems; record repositories; or similar institutions/organizations; (6) verifiable managerial and administrative experience; (7) liaison and coordination experience conducting work projects/activities with Federal, state, and local Correction Officials; (8) experience as a public speaker, teacher, and/or training instructor; (9) knowledge of Government and public computerized database systems and various data entry software (including versions of WordPerfect); (10) be familiar with informational security practices for the protection of sensitive, confidential, or classified information.; (11) possess a Bachelors Degree in a course of study related to law enforcement, criminology, public administration, statistical research, or in a closely associated field; (12) be familiar with the workings and operations of the National Center for Missing and Exploited Children; the U.S. Department of Justice's Office of Juvenile Justice and Delinquency Prevention, and the FBI's National Center for the Analysis of Violent Crime. The contractor shall be available to travel both domestically and abroad for an indefinite number of times as required. Any travel expenses shall be borne by the contractor and will be reimbursed pursuant to Federal Travel Regulations. This is a 100% small business set-aside. The NAICS code is 541720 and business size standard is $6,000,000.00 in annual receipts.
