- Description
- Professional land surveying services for the monumentation and posting of National Forest Boundaries are required by the Wallowa-Whitman National Forest. Each project will include items such as record research, corner search and recovery, corner monumentation, corner maintenance, control survey, section subdivision, property line posting, creation of a Record of Survey plat, and records and reports as they will be an integral part of these project. The projects are located on the Wallowa and Eagle Cap Ranger Districts in Northeastern Oregon. Exhibits 1-3 (T3S R45E, W.M. Sections 7, 17, 18, and 20, T3S R44E, W.M. Section 3, and T2S R44E, W.M. Section 18 respectively are provided as attachments herein). Each contract?s estimated period of performance is up to 240 days. Interested and qualified firms are invited to respond by submitting Forms SF-254, SF-255 and supplemental narrative and samples as follows: (1) Give a brief description of steps you will use to complete a project of this type, (2) Name, registration number and percent of time professional land surveyor in charge of project will spend on each phase previously described, (3) Submit a copy of a recent survey plat that is representative of your cadastral work, and (4) Please ensure that your past performance information includes (a) Similar projects you have completed in Northeastern Oregon ? section subdivision, wilderness boundaries, rugged terrain; and (b) U.S. Forest Service contracts; (5) Demonstrate the firm?s awareness of Eagle Cap Wilderness regulations and restrictions; (6) Specify and rank the project(s) in which you are interested; (7) Provide a proposed timeline for completing a project of this nature; and (9) Describe how this project benefit the local communities (hiring, training, subcontracting, purchase of supplies, food, fuel, or lodging). EVALUATION OF FIRMS: In evaluating firms, the following evaluation criteria will be applied, listed in descending order of importance: (1) Specialized experience and technical competence in cadastral survey work including a thorough knowledge of the Public Lands Survey System (PLSS); (2) The type and degree of benefit offered by the contractor; (3) Relevant Past performance on contracts with the Government agencies and private industry in terms of quality of work, compliance with performance schedules, and cost control; (4) Capacity to accomplish the work in the required time; and (5) Location in the general geographical area and knowledge of the locality of the projects.
