TITLE: FREIGHT TRANSPORTATION ARRANGEMENT SOL M/OP-02-165 DUE N/A POC Contract Specialist, Yvonne Wilson, Telephone No. 202-712-1163; Fax No. 202-216-3396 The U.S. AGENCY FOR INTERNATIONAL DEVELOPMENT (USAID) contemplates issuing a Request for Proposal (RFP) for a five (5) year (two years firm with three, one year options) freight forwarding and booking services for shipments of commodities/food donation assistance to least developed countries in accordance with Titles II and III of Public Law 480 (P.L.480). Under this award, USAID may also generate needs for cargoes consisting of either bulk grains or packaged agricultural commodities from such programs as, but not limited to, the Food for Progress Act of 1985, Section 416(b) of the Agricultural Act of 1949, as amended, and other logistical activities as needed. USAID may also, in accordance with the transportation element of the P.L. 480 -- Titles II and III, require services under this award which provide emergency food shipments to least developed countries in the form of bulk grains and processed packaged commodities to those least developed countries beyond the regular programmed shipments being made by the World Food Program and the Private Voluntary Agencies. USAID intends to make one (1) award from this RFP to the most responsible firm/organization whose proposal offers the greatest value to the Government. The NAIC Code for the above award is 488510. The preferred method of distribution of USAID Acquisition and Assistance (A&A) information is via the Internet. (By exception, USAID can provide solicitations on a 3.5" floppy disk (Microsoft 97 format), via e-mail, or in hard copy.) Interested parties may also request a written copy of the RFP by mailing a request for the RFP to: U.S. AGENCY FOR INTERNATIONAL DEVELOPMENT, M/OP/EER/MTP, Ronald Reagan Building, Room 7.09-064, Washington, D.C. 20523, Attn: Yvonne WIlson. All written requests must include four self-addressed mailing labels. The RFP will be mailed and available on the Agency Web Page not less than 15 days after this notice is issued. No phone requests will be accepted. No RFP will be available for pick-up. No walk-ins.
