Description
NASA/LaRC plans to issue a Request for Quotation (RFQ) for aircraft payload services using the Proteus aircraft to fly high-altitude mission sorties out of various locations throughout the experiment performance period. The services will include integration of multiple sensors into the NASA-owned Prototype Airborne Science Instrumentation Carrier (PASIC) research instrumentation pod, engineering checkout, deployment to base of operations, payload removal following mission completion, and post-mission support by providing aircraft-unique flight data. The PASIC pod is uniquely engineered to fit the Proteus aircraft. Mission flight altitudes will range from a few hundred feet to above 55,000 feet. The performance period for the intended Indefinite Delivery / Indefinite Quantity (IDIQ) purchase order is a one-year base period and two, one-year Options. This procurement is being conducted under the Simplified Acquisition Procedures (SAP)using FAR 13.5 Test Program for Certain Commercial Items. NASA/LaRC intends to purchase the items from Scaled Composites, LLC which is the only responsible source and no other services will satisfy the agency's requirements. It would take a substantial duplication of time and money for another company to become qualified to provide the type of high-altitude aircraft services required and these costs are not expected to be recoved through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 10, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
