- NAICS Code: 541620 The U.S. EPA, National Risk Management Research Laboratory (NRMRL) intends to negotiate on a sole source basis with the International Resource Group under the authority of FAR Part 6.302-1 to continue development of the U.S. MARKEL model by developing a database calibrated against DOE's Annual Energy Outlook 2002 . MARKEL is a data-driven energy systems economic model currently used by NRMRL to assess new technologies related to global change. The contractor shall: (1) operate, troubleshoot, and repair the model, (2) track all database changes, (3) review the model for structure database errors and technology characterization problems, (4) recommend model years and make adjustments, (5) review industrial technology data usage and repair, (6) calibrate model, (7) review emissions accounting and coefficients, (8) review and revise data documentation and representation, (9) provide final report, and (10) conduct seminar on activities. This notice is not a request for quotations. EPA source research indicates International Resource Group is uniquely qualified to meet this requirement based on the fact that its personnel developed the original model, that its personnel act as coordinator for the model's maintenance and development, and are thoroughly familiar with the model's computational and theoretical underpinnings and its application. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of complying with the statement of work. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 541620. The anticipated award date is 5/26/02. See Numbered Note 26.
