- Description
- The Marine Corps Systems Command (MCSC) intends to modify contract number M67854-02-D-2000 with Litton Systems, Inc. (Litton Integrated Systems Division), Northridge, California to increase the scope to allow for engineering support and improvements to the Air Forces' AN/TYQ-23, Modular Control Equipment (MCE). The MCE is the USAF equivalent to the USMC's AN/TYQ-23(V)4 Tactical Air Operations Module (TAOM). The AN/TYQ-23 is a transportable, modularized, automated command and control element that provides automatic acquisition, identification and tracking of all aircraft, Air Breathing Targets (ABT) and Theater Ballistic Missiles (TBM) and directs air defense for its area of responsibility. The TAOM and the MCE were manufactured by Litton under a USAF/USMC Joint Program. The USMC recently completed upgrade of the system to (V)4 configuration under contract M67854-98-C-2111. The USAF intends to undergo similar enhancements to the MCE to address added operational requirements, migration to an open system architecture, and correction of logistically unsupportable high failure items. The modification will include all effort required to upgrade the MCE to (V)3a configuration. The authority for this action is 10 U.S.C 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. The technical data package related to the actions described above are not available and cannot be furnished by the Government. No RFP is available for competitive bidding; however, interested parties are encouraged to submit a statement of capability for satisfying this requirement within forty-five days after publication of this synopsis. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No telephonic requests will be accepted. All communications shall be in writing to the Contract Specialist shown below. Proprietary information shall be clearly identified as such and will be protected. See Numbered Note 22.
