Description

In January 2002, the U.S. Geological Survey (USGS) conducted market research with regard to the acquisition of services of a skilled and experienced staff to manage and operate the Optical Sciences Laboratory (OSL) within the USGS National Mapping Program, Eastern Region Geographic Science Center. The OSL is the only full service laboratory in the Western Hemisphere for the precise calibration of civilian aerial mapping camera systems and lenses used in the aerial mapping programs of all State and Federal agencies. The OSL primarily performs Camera Calibration Tests on precision aerial mapping/reconnaissance cameras and their components to determine their geometric accuracy when compared to a known measured target standard. Results of the market research concluded this requirement to be a competitive acquisition. The contract will cover services starting August 1, 2002, for a base year with four one-year options, through July 31, 2007. No telephone requests will be accepted. All responsible offerors may submit an offer, which will be considered by the agency. An on-site Operational Capabilities Demonstration (OCD) will be required of all those offerors determined to be in the competitive range. The Government will not pay for information provided in response to this synopsis. The solicitation will be ready for issuance on or about May 9, 2002. See Note 26.
