Description
The Health Resources and Services Administration (HRSA) intends to negotiate, on a sole source basis with Blue Cross Blue Shield (BC/BS) Association, 225 North Michigan Avenue, Chicago, Illinois 60601-7680, for a contract for the "Division of Medicine and Dentistry (DMD), Bureau of Health Professions (BHPr)." This is a notice of intent, not a request for competitive proposals. In order for the Division of Medicine and Dentistry, BHPr/HRSA to comply with statutory requirements of the annual assessment of full-time equivalent (FTE) resident counts submitted by participating Children's Hospitals to the Children's Hospital Graduate Medical Education (CHGME) Payment Program, the CHGME Payment Program requires a unified Departmental process, an approach which is minimally burdensome to hospitals, and a process which is administratively feasible through the availability of proprietary and otherwise protected data. BC/BS through its Medicare Fiscal Intermediaries (FIs) currently possesses the protected unique identifier data required to fully conduct the assessment of FTE counts for the CHGME Payment Program. Through existing relationships with the same FIs utilized by the Center for Medicare and Medicaid Services (CMS), efficiency is gained, burden to the hospitals is minimized, and a unified approach by the Department of Health and Human Services (HHS) to fund graduate medical education is assured. The decision to award the contract to BC/BS is based on the unique capabilities that BC/BS has developed and its understanding and experience with its capability to assess the FTE resident count data submitted by children's teaching hospitals for the CHGME Payment Program. In addition, BC/BS has the unique capability to assess the data submitted by children's teaching hospitals for the purpose of the statutorily authorized reconciliation of FTE resident counts submitted by hospitals on an annual application to the CHGME Payment Program. Therefore, the Government has determined that BC/BS is the only central source having the experience and expertise necessary to provide the work and services required under this contract.
