Description
The Centers for Disease Control and Prevention (CDC) intends to award a contract for the "Vaccine Safety Surveillance and Assessment Projects." The projects are divided into two major tasks - Task 1 entitled "Vaccine Safety Datalink" (VSD); and Task 2 entitled "Clinical Immunization Safety Assessment (CISA) Centers." The VSD and CISA projects are in keeping with the mission of National Immunization Program (NIP) in directing epidemiologic surveillance and research to evaluate the safety, immunogenicity, and efficacy of vaccines recommended or intended for routine human use. These projects are authorized by the National Childhood Vaccine Injury Act of 1986 Amendment to the Public Health Service Act. Task 1 (VSD) provides scientific assessment of the potential risks, costs, and benefits of vaccination for policy purposes. VSD is broken into two parts. Part A - infants, children, and adolescents < 17 years old; and Part B - Adults 18 and over. Beginning in 1991 the CDC/NIP formed partnerships with several large health maintenance organizations to continually evaluate vaccine safety. Over the ensuing 10 years, medical records of the VSD population have been used to study potential causal relationships between immunization and adverse events. Task 2 (CISA) is to establish academic clinical centers of excellence with expertise in vaccine safety. The CISA network, initially funded as a cooperative agreement in 2001, develops protocols for the clinical assessment, diagnosis and management of vaccination- complications, thus seeking to improve the understanding of the pathogenesis of rare vaccine adverse events at the individual patient level. The awarded contract shall be incrementally funded for a period of ten (10) years. The NAICS code for this procurement is 541710. See Numbered Note 26. Upon issuance, the RFP will be available on the Internet at www.eps.gov. The date specified for receipt of offers will be approximately 40 days after the solicitation issue date. The solicitation issue date will be on or about May 15, 2002.
