Description

The U.S. Department of Commerce, National Severe Storms Laboratory (NSSL) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with Weather Decision Technologies, Inc. (WDT) for a Meteorological/Hydrological Decision Applications and Display System (HDSS) for the Taiwan Central Weather Bureau (CWB). The HDSS configuration for Taiwan includes training, enhancement, and operational deployment of display tools and algorithms that have been jointly developed with NSSL or solely developed by WDT. Weather Decision Technologies have a Cooperative Research and Development Agreement (CRADA) with NSSL to develop a series of algorithms and a complete system to ingest base level Doppler weather radar data, run the algorithms, and display the data and products of the algorithms in a custom, web-based display. WDT has the exclusive license for the On-Alert technology (including the WxScope plug-in from the University of Oklahoma and the Oklahoma Climatological Survey (OCS) for use outside of the state of Oklahoma. The WxScope plugin will be configured to run the Asian version of IE and Netscape including but limited to using Chinese text and labeling for all menu and button options. Legends and descriptive information used to describe products on the web browser will also be in Chinese. WDT has licensed, enhanced, and developed applications and products for Hydrological and Meteorological Decision Support Systems to address four distinct areas: nowcasting (0-1 hour time period), hydrology, forecasting (1-60 hour time period), and aviation weather. Products from these Decision Support Systems can be delivered inter-office, across the Internet, or through wireless communications. These products can be integrated within existing systems or displayed within WDT's proprietary systems. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures, NTE 100K. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
