Description
The U.S. Department of Commerce, National Severe Storms Laboratory (NSSL) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with Vieux & Associates, Inc. for the continued development, configuration, and deployment of a Java based Distributed Hydrological Decision Support System (HDSS). HDSS is a suite of advanced algorithms and models that utilize radar and satellite data, integrated with other weather sensor data (e.g., rain gauge, lightning, surface data, satellite imagery) and a Geographical Information Systems (GIS) to provide hydrological guidance to meteorologists and hydrologists. The HDSS consists of four components: 1) data integration, radar quality control and 3-D mosaics; 2) quantitative precipitation estimation (QPE-SUMS); 3) Areal Mean Basin Estimated Rainfall (AMBER); and 4) distributive hydrological model (Vflo). This requirement is for collaboration and joint development of the QPE-SUMS and HDDS software programs and its deployment in Taiwan under the sponsorship of the Taiwan Central Weather Bureau (CWB). This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures, NTE 100K. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
