Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6 and 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. Proposals are hereby being requested and a written solicitation will not be issued. Refer to the solicitation as N00140-02-Q-2480. This solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-06. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may accessed in full text at these addresses: www.arnet.gov/far and www.dtic.mil/dfars. A firm fixed price contract is contemplated. The applicable NAICS is 421850 and the Small Business Standard Size is 500 employees. The FISC Norfolk Detachment Philadelphia intends to procure, on a full and open competitive basis, in accordance with the test program for commercial items (section 4202 of the Clinger-Cohen Act 1996), a butane-fueled burner system, complete and installed in the burn room of the existing Wesco Model WS-2 training tower on Terceira Island, one of the nine Portuguese islands in the Azores archipelago, for the United States Joint Forces Command. The project location is the City of Angra do Heroismo (Terceira Isand), Azores. The tower is now owned and used by the Regional Government of the Azores and is part of a planned firefighting training academy. The site is approximately ten miles by highway from the Portuguese/U.S. Air Base at Lajes Field. Section B., Schedule of Supplies/Services. CLIN 0001: 1 each, Butane-fueled burner system in accordance with Section C., paragraph 1 of the statement of work. CLIN 0002: 1 each, Training in accordance with Section C., paragraph 2 of the statement of work. The following CLINs identified in the Schedule will be exercised as options in accordance with Section C., paragraph 3 of the statement of work. Option CLIN 0003: 1 each, Flashover scenario in accordance with Section C., paragraph 3 of the statement of work. Option CLIN 0004: 1 each, Carpet scenario in accordance with Section C., paragraph 3 of the statement of work. Option CLIN 0005: 1 each, Kitchen prop in accordance with Section C., paragraph 3 of the statement of work. Option CLIN 0006: 1 each, Sofa prop in accordance with Section C. paragraph 3 of the statement of work. Option CLIN 0007: 1 each, Bedroom prop in accordance with Section C., paragraph 3 of the statement of work. Section C., Description/Specifications/Statement of Work. 1.) Provide a butane-fueled burner system, complete and installed in the burn room of the existing WS-2 training tower to include all components required to perform computerized, live, automated training for firefighters, including computer hardware and software, monitoring system and alarms, cryogenic valves, controller(s), pressurized ventilation system, pre-engineered live firefighter trainer props, and all supporting components. Work shall include the furnishing of the design, drawings, materials, labor, equipment, pre-engineered systems and props, and all electrical work to make the system fully operational. The contractor shall supply all labor and supervision for the system installation and testing. The contractor shall provide training for Portuguese personnel on the operation of the system (minimum 10 hours), five training manuals, and three system manuals. Supply equipment and components for the extension of electrical requirements needed to operate the automated computer controller, cryogenic valves, ventilation systems, safety and redundant back-up systems, and lighting. Supply a butane tank (minimum 1000 gallons) and equipment and components for the extension of the butane feeders to the automated control valve systems and continued to the butane fired training props. Supply and install an automated, computer-controlled, butane-fired burn system which monitors the cryogenic valve positioning, the redundant safety valve positioning, the purge, intake, and exhaust high temperature ventilation system, the high temperature sensor system, the L.E.L. sensor system, the pendant operator controller system, the wall mounted emergency shut down stations at all burn room entrances, and the audible safety alarm systems. The system?s computer shall be programmable to operate (2) two burn room scenarios simultaneously via individual pendant controllers, and shall be pre-engineered and expandable to simultaneously operate up to four burn room scenarios. The system will be supplied complete, and contain a programmable logic controller and software with the ability to trouble-shoot components via non-disruptive plug-in communication port on the network. The system will include all necessary components for functional operation of the fire training scenes, scenarios, and prop specifications listed in the option CLINs 0003 through 0006. The contractor shall provide transportation, including sea van container, for all materials and equipment to the tower site. 2.) Training. The Contractor shall provide all training for Portuguese personnel on the operation of the system (Minimum 10 hours), five training manuals, and three system maintenance manuals. 3.) OPTIONS. Props; Fire training props shall be a minimum of ?? ASTM A285 Boiler plate (T-1) construction unless otherwise specified, and be designed with no protrusion or sharp edges, welds shall be unblemished character and free of all defects, slag or pits. Props shall be engineered for repeated propane fire burning and rapid temperature changes from 0 to 1200 degrees. All props shall be engineered not to exceed 2.0 GPM of propane usage during maximum burn sequence. All props shall come with a one-year workmanship warrantee from the supplier. All props shall be compatible for use in Wesco WS-2 training towers. All props shall come with an operations and maintenance manual. All props shall include a live fire operation, acceptance testing, and instruction workshop. Possible scenario and prop options are listed in the following: SCENARIOS a) Flashover, and b) Carpet. PROPS: a) Kitchen, b) Sofa, and c) Bedroom. Delivery shall be FOB Destination. The following FAR provisions and clauses apply to this solicitation and are incorporated by reference: FAR 52.212-1, NOTE: Offeror?s attention is specifically directed to paragraph (b)(11) of this provision. OFFERORS THAT FAIL TO FURNISH REQUIRED REPRESENTATIONS OR INFORMATION, OR FAIL TONREFLECT THE TERMS AND CONDITIONS OF THE SOLICITATION MAY BE EXCLUDED FROM CONSIDERATION. 52.212-2, FILL-IN PARAGRAPH (A) Technical Acceptability and Price; FILL-IN (second paragraph) Technical Acceptability and Price are considered of equal importance. 52.212-3 ALT I; 52.212-4, 52.212-5 including the following additional FAR clauses/provisions 52.203-6, 52.219-8, 52.222-35, 52.222-36, 52.222-37, 52.225-3, and DFARS 252.225-7001 including the following additional DFARS clauses/provisions 252.212-7001, 252.225-7012, 252.225-7036. Additionally, FAR 52.217-7, FILL-IN: (?up to 12 months after award of contract) is incorporated by reference.
