Description: The Naval Air Systems Command intends to procure, on a sole source basis from Skyline Industries, Inc., non-recurring engineering effort to investigate weight adjustments to Common Crash Resistant Troop Seat System (CCRTSS). This effort may also develop other variations of the CCRTSS that, while meeting various weight requirements, could collaterally adjust other existing requirements. Skyline is the sole designer, developer, and manufacturer of the CCRTSS and as such, is the only firm that possesses the technical expertise, technical data, and equipment necessary to meet the government's requirement. See Note 22.
