- DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06. Solicitation # F21611-02-Q0002 is issued as a Request for Quotation (RFQ). This number must be reflected on your quote. Response to this RFQ must be in writing and received by 10 May 2002, 4:00pm CDT either by mail to 934 LSS/LGC, 760 Military Hwy, Minneapolis MN 55450-2100, or fax at (612) 713-1425 or email to Cynthia.Murry@Minneapolis.af.mil. This acquisition is issued pursuant to FAR 19.10, Small Business Competitiveness Demonstration Program, therefore will be solicited on an unrestricted basis. The North American Industry Classification System (NAICS) is 562111 and the small business size standard is $10 Million. The magnitude of acquisition is between $25,000.00 and $100,000.00. All responsible sources may submit a quote that will be considered by this agency. Furnish all labor, equipment, supervision, transportation and disposal services to provide approximately 125 roll off containers during the one-month period of June 2002, 30 cubic yards each, for building demolition at the 934th Airlift Wing, Minneapolis ARS MN. The quantity of 125 each is utilized as an estimate only and the total amount will be adjusted to reflect actual usage at the end of the performance period. Work shall include, but not be limited to, delivering/emptying and disposal of up to ten (10) dumpsters on a daily basis (Mon-Sat) between normal business hours (7:00a.m. through 4:00p.m.) for a one month period from O/A 31 May 2002 through 01 July 2002 during the building demolition. It is anticipated that only construction debris will be placed inside the dumpsters, and this building having been previously abated for asbestos, should contain no hazardous materials. In accordance with DFARS clause 252.204-7004, all contractors must be registered in the Central Contractor Registry (CCR) at http://www.ccr.gov prior to receiving a DOD contract award. Contractor will be required to furnish a list of all drivers? along with the last four digits of their drivers license numbers, and update as necessary for security purposes. Services shall be performed at the 934th Airlift Wing, Minneapolis-St. Paul ARS, Minneapolis MN. Provisions 52.212-1, Instructions to Offerors - Commercial Items is applicable. The government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (a) Technical capability of services offered to meet Government requirements and past performance, and (b) price. Technical capability and past performance, when combined, are approximately equal to cost or price. Offeror must submit a completed copy of provision 52.212-3, Offeror Representations and Certifications - Commercial Items along with its proposal. Clause 52.212-4, Contract Terms and Conditions - Commercial Items and Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items are applicable to this acquisition. The Service Contract Act of 1965, as amended applies. General Wage Determination 94-2287, Revision 19 dated 25 Jan 2002 will be incorporated into resultant contract and current rates are: Refuse Collection $11.42/hour and Truck Driver (Heavy) $17.50/hour plus $2.02 fringe benefits/hour. A Purchase Order will be awarded based upon the hauling and disposal of an estimated 125 (30 yd) containers. Final pricing of this requirement will be by subsequent bilateral modification.
