- This synopsis constitutes a presolicitation notification as well as a market search for small business manufacturers of the products noted below or equal. Through a Reverse Auction under Invitation for Bid (IFB) CC-02-09, the National Institutes of Health will purchase surgical and examination gloves (as manufactured by Johnson and Johnson, Ansell Perry, Inc., Maxxim Medical, Inc., Regent Medical, Safeskin Corporation) transducers (as manufactured by Mallinckrodt, Inc.) and patient personal care products (toothpaste, toothbrushes, deodarant, moisturizing lotion, shower and bath oil, moisturizing soap, mouthwash, facial tissues, Tampons, feminine pads, plastic combs and baby shampoo and laundry detergent as manufactured by Bristol-Myers Products, Warner-Lambert Consumer Healthcare, Lever brothers, Proctor and Gamble, Hydrox Lab, J.B. Williams Company, Oral-B Labs, Kimberley Clark, Johnson and Johnson, Personal Care Products, Medline Industries or equal in accordance with the salient characteristics delineated in the subject IFB. NAICS codes 339113 and 325620). Requests for the IFB must be via e-mail to the Contracting Officer at Aargaman@cc.nih.gov or via fax to the Contracting Officer at (301) 594-5920. TELEPHONE REQUESTS FOR THE IFB WILL NOT BE ACCEPTED. Any firms who are small business manufacturers of the above noted products are requested to identify themselves when requesting a copy of the IFB. According to FAR 19.102 (f)(1) (2), a manufacturer is defined as: "The manufacturer of the end item being acquired is the concern which, with its own forces, transforms inorganic or organic substances including raw materials and/or miscellaneous parts or components into such end item." "A concern which purchases items and packages them into a kit is considered to be a nonmanufacturer small business" Additionally, the Government contemplates making award for all of the items above on an all or none basis for each category of item (gloves, transducers, personal care products). Vendors responding to this synopsis are requested to indicate their capability to supply all of the different categories of gloves (or equal) from the different glove manufacturers cited above, or their capability to supply all the transducers and the personal care products or equal (as applicable to the category of item that they are interested in potentially supplying) It is anticipated that a firm-fixed price indefinite delivery (requirements) type contract will be awarded for a period of one year with four 12-month option periods. The IFB will be issued on or about approximately May 20, 2002. Closing date for responses is approximately 30 calendar days after issuance of the IFB. All other concerns regarding specifications are to be directed to the Contracting Officer at the e-mail address above.
