Description
The General Services Administration (GSA) is requesting proposals (RFP) for a firm, fixed price for the generation, transmission and delivery to specified distribution points (including any/all directly related ancillary services necessary) of electricity utility service for various Federal facilities. The Government shall utilize an internet based transaction platform provided by the team of World Energy Solutions Inc (WEXCH) and Science Applications International Corporation (SAIC). This internet based transaction platform, commonly called a reverse auction, offers the Government a more dynamic bidding process to facilitate lower bid prices. GSA is requesting that suppliers provide: A price for each aggregate of accounts within a local distribution utility (LDU) for a term of 12, 24, and/or 36 months beginning with the next scheduled billing period of the LDU within 30 days of contract award. Offeror?s prices shall be submitted to GSA utilizing an internet based transaction platform provided by World Energy Solutions, Incorporated (WEXCH) at http:www.wexch.com in accordance with the instructions in Section C. Prices submitted through the exchange will exclude Gross Receipts Tax (GRT) and Sales Tax (ST). All quantities ordered by facilities included in this contract shall be considered firm and guaranteed for delivery by the Contractor to the Delivery Point(s). The Contractor shall be liable for any and all penalties assessed to facilities for the non-delivery of firm requirements. The electricity provided under this contract shall conform to the tariffs of the interstate/intrastate transmitting utility. Due to the critical nature of the electricity procured under this solicitation, the ability of the offeror to follow through on the commitments made in this contract is crucial. In addition, due to the limited time available for the evaluation of offers, an award decision may have to be made quickly. Therefore, offerors are required to submit the information outlined below to General Services Administration, Room 209 ? 670 Morrison Rd, Columbus, Ohio 43230 no later than 4:00 P.M. (EST), April 19, 2002 so that the Government may make a determination of capability without requesting additional information from an offeror.
