Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA requires an existing internet based chemical storage and tracking system in combination with an extensive database of Material Safety Datasheets and other hazardous substance reports, to support an NASA Occupational Health initiative to standardize hazardous materials information across the Agency, and to roll up Agency hazardous material inventory information. The support access is 30,000 users located at 14 centers. ? The program should include a hazardous material storage and tracking system that will allow the user to set up at least three levels of location, and have password security capability to change the information. The storage and tracking system must be integrated with or linked to the database of hazardous substances and hazardous substance information. ? All existing Material Safety Data Sheet database information must have been independently researched. ? The successful bidder must have the capability to produce and add independently researched MSDSs to the database for NASA requested chemicals that are not currently in the existing database, include a number of them in the product offering. ? Each independently researched Material Safety Data Sheet must be linked to linked to a labeling system, that is capable of providing customized container labels of various types and sized. ? The program must include a custom label design/print program that allows users to design labels from small to large sizes and print to standard labels like Brady or Labelmaster or Avery, and the label programming must be linked to the hazardous substance database for electronic transfer of information to the user designed label. ? The user interface, Material Safety Data Sheets, substance information and labeling system must be "multi-language" ready to support NASA's diverse workforce. Graphical User Interface is preferable. ? The database must be searchable by multiple parameters including name, partial name, ingredient, CAS#, DOT Class, assigned part # or preferred name. ? The database must consist of pure substances, common mixtures, common laboratory and research mixtures, and trade products. ? The database of information must be updated quarterly. ? The program must be commercial off the shelf and able to operate on a PC, LAN or the Internet (World Wide Web). ? The database must allow the addition of supplier MSDSs as images. ? The information on individual hazardous substances must be comprehensive, yet must contain provisions to supply a "summary" of information and other reports for dealing with hazardous substances emergencies (fire, regulatory, spill, etc.). ? The database must offer detailed information on synonyms, ingredients, hazardous materials use, hazardous materials hazards, first aid, first response, hazardous materials handling, personal protective equipment, physical properties, toxicological information, ecotoxicity, spill disposal, NFPA codes, regulatory listings, and transportation requirements. ? The database of chemicals must be searchable by name or partial name, ingredient, CAS# plus other parameters (see previous item). The provisions and clauses in the RFQ are those in effect through FAC 2001-06. The NAICS Code and the small business size standard for this procurement are 514191 and 21.0M, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to Kennedy Space Center is required within 30 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C3 . Quotations for the items(s) described above are due by 4:30 PM, on Tuesday, May 30, 2002, and may be mailed or faxed to Lynn Rafford, NASA Procurement, Mailcode OP-ES, Kennedy Space Center, FL, 32899, Telephone 321-867-7364 and FAX 321-867-1166 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), CAGE Code, identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. The Representations and Certifications required by FAR 52.2l2-3 may be obtained via the internet at URL: http://ec.msfc.nasa.gov/msfc/pub/reps_certs/sats/ FAR 52.212-4 is applicable. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference. 52.223-9, 52.222-35, 52.225-1, 52.232-34, 52.239-1. Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merits, price and past performance; other critical requirements (i.e., delivery) if so stated in the RFQ will also be considered. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications - Commercial Items with their quote.
