Description
The National Highway Traffic Safety Administration (NHTSA) intends to negotiate with The Ohio State University (OSU) for various professional and technical services including faculty, students, equipment and some laboratory facilities for The Vehicle Research and Test Center (VRTC) located in East Liberty, Ohio. A large university with extensive teaching and research capability and a broad engineering program, that is located within one hour travel time of the Vehicle Research and Test Center is required. Support for research activities in the areas of crashworthiness, crash avoidance, intelligent vehicle research, biomechanics and defects analysis is anticipated. Acknowledged expertise in Biomechanics research and a college of medicine to support trauma research is required. The Vehicle Research and Test Center has had a contractual relationship with OSU for the past 20 years. This solicitation continues that relationship. Interested parties shall demonstrate their capabilities to provide all of the services required. Expressions of interest without sufficient detail to permit evaluation of one's ability to accomplish the requirements will not be considered. No telephone calls or oral communications will be accepted. This notice of intent is not a request for Competitive proposals nor is a Request-for-Proposal currently available. It is anticipated that an indefinite quantity, cost reimbursable/level of effort contract will be awarded for this effort. The anticipated period of performance is for five (5) years, a base period of three (3) years, and two (2) one (1) year option periods. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive contract. In the absence of responses from interested parties demonstrating the required capabilities, NHTSA intends to request a proposal from The Ohio State University on a noncompetitive basis for the work described. The listed procuring office must receive responses within 15 days from the date of publication of this notice.
