Description
The Naval Facilities Engineering Service Center, Ocean Construction Division, Washington Navy Yard, Washington, DC, has a requirement for program technical support. This competitive procurement is 100% set-aside for eligible Small Business Concerns in the Small Business Administration 8(a) Program. Each contract awarded will be issued on an Indefinite Delivery Indefinite Quantity (IDIQ), Cost Plus Award Fee basis. The government intends to award approximately four contracts based on initial offers using Best Value methodology, but may hold discussions or oral presentations if required. The requirement is for project execution, logistics support, and information management services to support the Navy?s waterfront barriers, moorings, underwater inspection, and marine facility programs at various locations worldwide. The general intent is for the contractor to provide fabrication, installation, and other engineering and technical services that will be described and procured through appropriate task orders. Support services include, but is not limited to, logistics support, installation and repair, and field supervision/operation of waterfront security barriers, moorings, underwater inspection, and marine facilities throughout the world. This support may be required in the form of a very limited effort for small logistics requirements at a particular site, or for complete contractor-provided project management and installation services. Support will be provided primarily to the waterfront security barriers, moorings, and underwater inspection product lines, but may also include a wide variety of support for various ocean-related tasks and facilities support, such as water tank repairs and numerous other related projects. Typical Project Execution services could include installation or repair of security barriers, moorings and port facilities. Typical Logistics Support requirements could include fabrication of mooring or barrier components. Development and management of associated technical data will be required. Each contract will be for a Base Year plus four (4) one-year options, at approximately $3 million per year. Firms that wish to be considered for award will be evaluated based upon the following criteria. Criteria numbers one, two, and three are equal in importance, and when combined are more important than cost/price. (1) Technical Capability. Overall company capability and experience in the technical field, and capacity to manage multiple task orders simultaneously. Proposals will be evaluated on a firm?s ability to handle Project Management, Execution, and Logistics of working in the Marine and Marine Facility environments while executing multiple task orders. (2) Qualifications and Capabilities of Personnel required by the solicitation (to include resumes or letters of intent). Information about Key Personnel should include, but not be limited to, education and/or experience with or related to Marine or Marine Facilities, and shall include compensation plans for Key Personnel; (3) Past Performance. Information about Past Performance should include, but not be limited to, work performed in the Marine Environment and those other required areas of support, or related effort. At least three, but not more than seven, references for related projects are required. ( 4) Costs. Proposed costs, labor and indirect rates, in offeror?s proposal will be evaluated for reasonableness in accordance with FAR Part 15. However for award, the following may be considered: Volume of work awarded by the Department of Defense within the past 12 months with the idea of sharing the wealth of DoD contract dollars among highly qualified firms; and superior performance on past contracts.
