- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is Request for Quotation (RFQ) 865467. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 01-06. This procurement is unrestricted. The North American Industry Classification Code is 333314 and the size standard is 500 employees. The Federal Bureau of Investigation has a brand name or equal requirement for the following ITT night vision equipment: Item 1 (quantity 40) - Pelican Model 1520 Carrying Case (color: Black), Part Number 273922, with a removable, single piece (non-pick n? pluck), black polyethelene, foam insert specifically molded to accommodate all of the components of the ITT Night Vision Pocketscope kit - the ITT NVP model NE6010F, part# 273599; the ITT 75mm Objective Lens, part# 273619; Relay Lens 1-inch, part# 267393; Relay Lens 2/3-inch, part# 267653; and the ITT 162mm Objective Lens, part# 273601 with five auxiliary slots to accommodate additional miscellaneous components and/or adapters and four vertical slots for ?AA? batteries. The foam insert must be capable of being inserted into any PELICAN model 1520 carrying case without any further modifications being necessary; and Item 2 (quantity 180) - Tripod Adapter Assembly, Part Number 274433, a removable, aluminum black anodized adapter specifically designed to fit over the ITT 162mm Objective Lens, part# 273601 and provide an optimum balance point when the lens and pocketscope are mounted on a tripod. The adapter has a standard 1/4 x 20 taped hole. Delivery will be to FBI, Engineering Research Facility Building 27958A, Quantico, Virginia 22135. A commercial item firm-fixed price, indefinite-delivery, indefinite quantity contract is contemplated with an initial award year with three one-year option periods. Offerors shall include any applicable quantity discounts for the award year and each option year period. The resulting contract will be available for other government agencies to place orders against. Other agencies delivery instructions and addresses will be provided upon the issuance of an order. The estimated minimum will be $20,000 with an estimated maximum $80,000 over the life of the contract. Such orders may be issued from dated of award through contract expiration...; Modify 52.216-19 Order Limitations (10/95) When the government requires supplies or services covered by this contract in the quantity of one unit, the government is not obligated to purchase nor is the contractor obligated to furnish those supplies under the contract. The contractor is not obligated to honor (1) any order for a single item in excess of what the purchase order authorizes; (2) a series of orders from the same ordering office within (2) days that together call for quantities exceeding the limitation in subparagraph (1) of this section. The contract shall govern the contractor's and government's rights and obligations with respect to that order to the same extent as is the order were completed during the contract's effective period; provided that the contractor shall not be required to make any deliveries under this contract after four years from date of award; 52.217-5 Evaluation of Options (7/90); Modify 52.217-9 Option to Extend the Term of the Contract (3/00) The CO may extend the contract within 30 days, preliminary notice within 30 days. The total duration shall not exceed four years; and 52.219-1 Small Business Program Representations (5/01), Alt. I (10/00). The following Department of Justice Acquisition Regulation (JAR) Clause is also applicable and can be found at http://www.usdoj.gov: 2852.201-70 Contracting Officer's Technical Representative (COTR). The COTR will be announced at contract award. Award will be made to the lowest price, technically acceptable proposal. Offerors are required to submit product samples (other than brand name) and all product literature and technical information, including specification data sheets, in order for the government to sufficiently evaluate whether the products meets the government's need. Offerors are to submit provision 52.212-3, Offeror Representations and Certifications - Commercial Items with their proposal. Offerors shall state delivery terms and conditions and warranty information in their quote. Quotes are due by April 22, 2002, 1:00 p.m., eastern standard time. Facsimile and hand deliveries are not accepted. This information should be relayed to courier services.
