- THE DESCRIPTION IN THE PREVIOUS PRE-SOLICITATION HAS BEEN MODIFIED IN ITS ENTIRETY AND REPLACED AS FOLLOWS: The U.S. EPA has a requirement for Emergency Rapid Response Services (ERRS) to support removal program activities in Region 5: IL, IN, MI, MN, OH, and WI. Contractors shall provide fully trained personnel, services, materials, equipment, and supervision with a response time of twenty-four to forty-eight hours to accomplish project planning, containment, countermeasures, emergency and removal response, decontamination, response mitigation, restoration and soil stabilization, analytical services, demolition services, treatment, transportation and disposal relating to oil and/or hazardous substances released in Region 5. The method of procurement is Source Selection procedures pursuant to FAR 15.3 and EPAAR 1515.6. Two contracts will be awarded from this solicitation. Each contract will be a five year Indefinite Delivery/Indefinite Quantity type contract with fixed rates for labor and equipment, and cost-reimbursement provisions for materials/other direct costs/subcontracts. The minimum guaranteed amount is $500,000. Each contractor shall conduct ERRS services in accordance with Section 104 of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) or Superfund of 1980, as amended by the Superfund Amendments and Reauthorization Act (SARA); Section 311 of the Clean Water Act (CWA), as amended by the Oil Pollution Act (OPA) of 1990, Subtitle I of the Resource Conservation and Recovery Act (RCRA) and pursuant to the National Oil and Hazardous Substances Pollution Contingency Plan (NCP) (40 CFR Part 300); Presidential Decision Document (PDD) #39, the Robert T. Stafford National Disaster Act, the Federal Response Plan and any reauthorizations or amendments to any of the above named statutes and new response legislation.
