- Furnish all labor, supplies, materials, tools, transportation, and supervision necessary to provide complete, self contained appraisal reports to the U.S. Forest Service for a period of one year from award date. This will be an indefinite quantity, requirements type contract and prices and particulars wil be negotiated as assignments are needed. Evaluation Factors for Award of Contract (a) Governmental Experience - Address experience in providing complete, self contained appraisal reports to federal government agencies. Greatest consideration will be given to the number of appraisal reports approved for agency use by the USDA - Forest Service and/or appraisal reports completed in a format substantially similar to that outlined in Section 210 of Technical Specifications. (b) Quality Sample - Provide a quality sample of a narrative appraisal report of property similar to the subject properties anticipated to be appraised; i.e., timberland, rural homestead or residential property. The report(s) will be relied upon for technical grading. The sample report(s) will be given greatest consideration on completeness and quality of presentation, analysis of market data, and those where adequate market data support of adjustments between comparable sales and the subject is included (as opposed to those with adjustments based only on the appraisers judgement or experience). Samples tendered will be treated as privileged information and will not be released to any third party(s) unless so ordered by a court of competent jurisdiction. After award of the contract this report will be destroyed or returned to the appraiser, if requested. (c) Appraisal Experience - Greatest consideration will be given to those appraisers that have extensive experience appraising rural properties. (d) Appraisal Expertise - Provide information on the education and experience of the appraiser(s) who will be performing the work. Greatest consideration will be given to those appraisers that have substantial education and professional credentials applicable to appraising rural properties. (e) Expert Witness Capability - Describe experience of the appraiser(s) in providing expert witness testimony, and provide attorney reference who can comment on the ability of the appraiser(s) to present effective and creditable testimony in defense of their appraisal opinions if necessary. (f) Ability to Respond to Assignments in a Timely Manner - The default turnaround time on completing individual appraisal assignments is thirty days. Longer times may be negotiated for more complex assignments. Vendors who cannot normally respond to assignments in thirty days will be ranked lower than those vendors who can so commit.
