Description

Jeffrey Earle, Contract Specialist, (302-323-3474) e-mail jeffrey.earle@denewc.ang.af.mil The Delaware National Guard is soliciting proposals for a multiple discipline, multiple-year maintenance, repair and construction Task Order Contract(s) (TOC) as stated in NGFAR 16.500 (S-100) per FAR 15.101. Multiple awards shall be made to not more than six contractors. General Contractors are being solicited under this procurement. Task Orders shall be awarded to TOC contractor based on the low competitive price, and or a combination of price and other factors (best value judgments) in accordance with FAR 15.101. Each Task Order may be issued for a period of one (1) calendar year from the date of the basic contract award, with the Government?s option to extend the basic contract annually for four (4) additional periods. Awards shall not exceed a cumu lative total of $10 million dollars over the life of the basic contract and any option year(s) exercised. Individual task orders will not exceed $2,000,000. The proposed projects will be performed primarily at the Delaware Air National Guard Base, New Ca stle, Delaware, but may include occasional work throughout the State of Delaware. Possible projects may include but are not limited to the following; asphalt and concrete paving, carpentry, roofing, excavation, interior renovation, electrical, plumbing, p ainting, demolition, masonry, heating, ventilation, and air-conditioning. (099) This solicitation is restricted to approved 8(a) contractors with NAICS 233320 in the Small Business Administration (SBA) from the Philadelphia, Pennsylvania and Wilmington, Delaware District Offices. 8(a) contractors may submit their written request on company letterhead with a copy of their SBA Certification Letter to the address listed above for a solicitation package. Only one proposal package will be issued at no charg e. A site visit will be held to go over the seed project explained in the solicitation. The time, date, and location for the site visit will be 10:00 AM, Tuesday, 14 May 2002, at the Delaware Air National Guard, Corporate Commons, Base Civil Engineer Bu ilding, Bldg. 2803, New Castle, Delaware. If directions are required call (302) 326-7326 or (302) 323-3474. Attendance is not mandatory, but is highly recommended. The date for issuing the RFP is on or about 8 May 2002. Request for Proposal (RFP) packa ges are due back by 3:30 PM Eastern time on 12 June 2002 at the U.S. Property & Fiscal Office-DE, C/o 166 LS/LGC, 2821 Park Drive, New Castle, DE 19720-1615. Source selection procedures in accordance with FAR 15.3 shall be utilized for the basic TOC. Sig nificant criteria in descending order of importance are: (1) Past Performance; (2) Capability of Company; (3) Technical Management; (4) Price Proposal Seed Project. Contractors shall be required to submit a technical proposal and a price proposal. In acc ordance with DFARS 204.7302, Prospective Contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Contract Awards are anticipated on or about 31 July 2002. Contractors may register on-line by acce ssing the internet at www.ccr.gov or calling the Registration Assistance Center at 888-227-2423. Responsible and interested 8(a) firms in the Philadelphia, PA and Wilmington, DE District Offices may submit a proposal which shall be considered by the agenc y. All firms working on any future projects as a result of this solicitation are required to register with the Delaware Division of Revenue and meet the trade specific licensing and permit requirements.
