Description
NA This procurement is for the solicitation of a Two-Phase firm fixed price contract for the Military Entrance Processing Station, Fort Lee, VIRGINIA. The work consists of the design and construction of a 28,600 square foot facility. The building shall be completely finished and include wall, floor and ceiling finishes, casework, accessories, plumbing, heating, cooling, lighting, power, communications, and fire protection. Supporting facilities include utility connections, gutters, parking, storm drainage, information systems, antiterrorism/force protection measures, sustainable design and development concepts, and site improvements on Government-owned land at Fort Lee, VA. The site is located on the corner of Mahone Avenue and Adams (A) Avenue. Access fo r the handicapped shall also be provided. Requirements for the technical Source Selection factors are as follows: PHASE ONE (1) Offeror Past Performance (2) Offeror Relevant Experience, (3) Offeror Project Key Personnel; (4) Technical Approach Narr ative and (5) Small Business Subcontracting Effort. PHASE TWO CRITERIA is (1) Facility Design and Equipment; (2) Facility Engineering; (3) Site Design and Site Engineering; (4) Offeror Management Plans and Schedules and (5) Price Proposals. Up to five proposers will be selected in PHASE ONE, only these successful proposers will take part in PHASE TWO of the evaluation process. Offerors will be evaluated on both technical and price. The Government reserves the right to reject any or all proposal p rior to award; to negotiate with any or all proposers; to award the contract to other than the lowest total price and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS AR E ADVISED ANY AWARD MAY BE MADE IN STEP TWO WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. The receipt date for PHASE ONE is May 17, 2002. The magnitude of construction is estimated to be between $5,000,000.00 and $10,000,000.00. TH IS IS AN UNRESTRICTED PROCUREMENT. NAICS CODE 233320 applies to this procurement. PHASE ONE criteria and submission requirements will be available on/about APRIL 17, 2002 via http://www.nao.usace.army.mil/Ebs/AdvertisedSolicitations.asp. No hard copies will be available. Prospective contractors must be registered in the DOD Central Contractor Registration (CCR) database prior to award of a contract. Information on registration and annual confirmation requirements may be obtained by calling 1-888-227-24 23 or via the Internet at http://www.ccr200.com.
