Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. Solicitation F24604-02-T-0019 is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-05. This requirement is 100% small business set-aside. The North American Industry Classification System (NAICS) code is 811310 and the Small Business Size standard is $5,000,000. The contractor shall furnish all labor and material required to complete Project NZAS 99-1007, Replace Fuel Valves for JP-8 Storage Tanks, in accordance with the attached statement of work and drawings. The solicitation is being conducted under Simplified Acquisition Procedures (SAP) FAR Part 13. The following provisions and clauses apply to this acquisition: (1) The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items. Offerors shall prepare proposals in accordance with paragraph (b) of this provision. (2) The provision at FAR 52.212-2, Evaluation-Commercial Items. The following factors shall be used to evaluate offers: (i) Price (ii) Technical capability of the item offered to meet the Government requirement. (3) Offerors shall include a completed copy of the provision at FAR 52.212-3 and its Alternate 1, Offeror Representations and Certifications-Commercial Items and DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items with its offer. (4) FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, is hereby incorporated by reference. (5) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The following clauses are considered checked by the Contracting Officer: 52.222-3 Convict Labor, 52.233-3 Protest after Award, 52.203-6 Restrictions on Subcontractor Sales to the Government, with Alternate I, 52.222-21 Prohibition of Segregated Facilities, 52.222-26 Equal Opportunity, 52.222-35 Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era, 52.222-36 Affirmative Action for Handicap Workers, 52.222-37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Era, 52.225-3 and its Alternate I Buy American Act-North American Free Trade Agreement-Israeli Trade Act-Balance of Payments Program, 52.225-13 Restrictions on Certain Foreign Purchases, 52.225-16 Sanctioned European Union Country Services, 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration (CCR), 52.222-41 Service Contract Act of 1965, and 52.222-42 Statement of Equivalent Rates for Federal Hires. (6) DFARS clause 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. The following clauses are considered checked by the Contracting Officer: 252.225-7001 Buy American Act and Balance of Payment Program, 252.225-7007 Buy American Act-Trade Agreements-Balance of Payment Program, 252.225-7036 Buy America Act-North American Trade Agreement Implementation Act-Balance of Payment Program. (7) DFARS clause 252.204-7004 Required Central Contractor Registration. All clauses and provisions may be reviewed and/or obtained from The Air Force FAR web site at internet address http://farsite.hill.af.mil/. There will be a site visit on 9 April 2002 at 2:00 pm for potential offerors to look at the site and to ask any questions that are unanswered in the specifications. Request for Proposal will close on 16 April 2002 at 4:00 pm and shall be delivered to 7015 Goddard Drive/Attn: Lt David Smoak/Malmstrom AFB, MT 59402-6368. All responsible sources may submit a proposal, which shall be considered by the agency.
