Description
The Government intends to conduct an on-line competitive reverse auction to be facilitated by a third-party reverse auction provider, FedBid.com. FedBid.com has developed an on-line, anonymous, browser based application to conduct the reverse auction. All part numbers and functional specifications are provided on FedBid.com. Participants will submit a series of quotes that descend in price during the specified period of time. All responsible sources may submit a quote/offer to the series of quotes that descend in price during the specified period of time. All responsible sources may submit a quote/offer to the Bureau of the Public Debt by using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer on line for RFQ-02-050. Offerors that are not currently registered to use FedBid.com Exchange should proceed to http://www.fedbid.com/selectvendor.jsp to complete their free registration. Offerors that require special considerations or assistance may contact the FedBid Helpdesk at 866-288-3535 or via email at ClientServices@FedBid.com. The Government is taking this action in an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, competed, real-time quotes for products. Offerors may not artificially manipulate the price of a transaction by any means. It is unacceptable to place bad faith bids, to use decoys in the bidding process or to collude with the intent or effect of hampering the competitive bidding process. The Contracting Office shall set the starting price for reverse auction bidding the day of the reverse auction. The reverse auction will start on March 29, 2002 and end on April 8, 2002. This is a synopsis for commercial items. Quotes are being solicited for this procurement. A written solicitation document will not be issued. The solicitation number for this procurement is RFQ-02-050. The North American Industrial Classification Systems (NAICS) Code is 334210. The size standard is 1000 employees. The Bureau of the Public Debt intends award an order for the purchase of 1) Plantronics H51N (over-the-head) headsets, 20 ea. 2) Headset Adapter Cords for 6416D+M, 100 ea. 3) Digital Display Phone Avaya 6416D+M, Color: English White, 100 ea. 4) Plantronics H41 (over-the ear) headsets. No substitution of brands will be considered. This Request for Quote is for new equipment; the Government will not consider refurbished equipment. All pricing shall be FOB Destination with Inspection and Acceptance by the Government at Destination. Delivery shall be to Bureau of the Public Debt, 149 19th Street, Parkersburg, WV 26101. The Government reserves the right to award on an all or none basis if the combination of the items result in the lowest aggregate cost to the Government. Award will be based on technically compliant, low price. The provision at 52.212-1, Instructions to Offerors?Commercial Items, applies to this acquisition. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications?Commercial Items with their offer.
