Description
The Naval Aviation Depot (NADEP) at the Marine Corps Air Station, Cherry Point, NC has a requirement for dry cleaning solvent (varsol). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A quotation is being requested and a written solicitation will not be issued. Solicitation number M00146-02-Q-N099 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-02 (b) and Defense Acquisition Circular 98-27. This acquisition is 100% set-aside for Small Business and is under the North American Industry Classification System code 422690, with a small business size standard of 500 employees. This requirement is for a firm fixed priced contract, for 12000 gallons of dry cleaning solvent (varsol). The following statement of work will apply: 1.Dry cleaning solvent ? Must meet MIL-PRF-680 Type II (superceding PD680B) 2. Supplier must call 24 hours before delivery to Joe Blackmon or any HAZARDOUS WASTE personnel at 252-464-7439. 3. The delivery truck must carry at least 150 foot of fuel hose due to location and/or construction being performed around the storage tank. 4. Delivery must be on site Monday thru Friday before Noon to Naval Aviation Depot, Marine Corps Air Station, Bldg 133, Cherry Point, North Carolina to allow for sample processing. 5. A sample shall be drawn and analyzed by NADEP, IAW MIL-PRF-680 Type II specifications before transfer of material to the NADEP storage tank, confirmed per Hazardous Waste Supervisor Joe Blackmon x7439. If any discrepancies are found, call HAZMAT x7735 or Buyer in Block 6 of Contract. 6. A variation in quantity of 10% over or 10% under is acceptable. 7. Requirement to be called in, only by a HAZMT Team member, on an as needed basis for two deliveries within an estimated 1-year period. Deliveries are to be made within 1 week of call in. Acceptance shall be made at destination. The Government will award a purchase order resulting from this Request for Quotation to the technically acceptable, responsive, responsible offeror based on price and delivery alone. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offers - Commercial Items (Oct 2000). FAR 52.212-3 Alternate I, Offer Representation and Certifications-Commercial Items (Oct 2000), a completed copy of this provision shall be submitted with the offer. FAR 52.212-4, Contract Terms and Conditions Commercial Items (May 2001). FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2001), to include clauses (11) (12) (13) (14) (15) (16) (21) (24) and (26). FAR 52.211-16, Variation in Quantity (APR 1984). FAR 52.223-3, Hazardous Material Identifications and Material Safety Data (Alt I) (JUL 1995). DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Nov 2001), applies with the following clauses applicable for paragraph (b); DFARS 252.206-7000, Domestic Source Restriction; DFARS 252.225-7001, Buy American Act and Balance of Payment Program; and DFARS 252.225-7012, Preference for Certain Domestic Commodities. DFARS 252.223-7001, Hazard Warning Labels (DEC 1991). The request for quote is to be priced FOB destination. Request for quote must be received no later than 3:oo PM, local time, April 12, 2002. All quotes not sent through the US mail will be considered to be hand carried and direct delivered. Hand carried quotes (excluding Email and faxes) must be delivered directly to Cunningham Street, building 159, first floor, MCAS, Cherry Point, NC, Contracting Department. Direct delivery of quote is only possible during weekdays, excluding federal holidays, between the hours of 8:00 AM and 4:00 PM. As of 31 May 1999, all Contractors must be registered in the Central Registration (CCR) Database as a condition of contract award.
