- The Technical Service Center, Denver Office of the Bureau of Reclamation plans to issue an Invitation for Bids to install a Geomembrane Cover System on the Ruby Gulch Waste Rock Repository at Gilt Edge Mine Superfund Site in Lawrence Country, South Dakota. The Gilt Edge Mine is located in the northern Black Hills of South Dakota southeast of the town of Lead. The entrance road to the mine is gravel surfaced and is approximately 2 miles long from the intersection of Highway 385. The South Dakota Department of Transportation contemplates the award of a contract in April 2002 for widening Highway 385. Approximately 500,000 cubic yards of uncrushed rock and earthen materials will be transported, by the Highway 385 contractor, and stockpiled at the Gilt Edge Mine for use in the contract contemplated by this announcement. The solicitation for this project will contain one (1) bid schedule for - Mobilization; crushing and processing rock, earth material, and riprap; rock excavation requiring drilling and blasting; excavation of spent ore from the heap leach pad and placing as compacted subgrade for the geomembrane system; installing approximately 65 acres of geomembrane cover system; excavate from stockpile and place an 18-inch minus 1-inch drain layer over the geomembrane, excavate from stockpile and place a two-foot subsoil layer over portions of the geomembrane; excavate from topsoil stockpiles and place a six (6) inch layer over portions of the geomembrane; add organic amendments, nitrogen and phosphate fertilizer; seeding; and crimping hay mulch. In addition, geocomposite membrane will be installed in the diversion ditches and covered with riprap. A single contract award contemplated to the overall lower bidder. The magnitude of the Construction project is estimated "Between $5,000,000 and $10,000,000.00". A FIXED PRICE CONTRACT is contemplated. The work is considered "Construction By Special Trade Contractors "HEAVY HIGHWAY". The North American Industry Classification System (NAICS ) Code is "23499 three-year average annual receipts for determining whether or not a business is small. THIS IS AN UNRESTRICTED PROCUREMENT; however, contract award preferences shall be given to 8(a) Certified, SDB Certified, and all other Small Businesses respectively. All qualified responsible sources may submit a bid, which shall be considered by the agency. The firm date for the receipt of bids is May 9, 2002. The performance period is stated in the Invitation for Bids. A Pre-Bid Conference and Site Visit will be held on Tuesday April 9, 2002 at the Gilt Edge Mine Field Office; located at #2 Gilt Edge Road, Deadwood, South Dakota. Drawings and specifications, on CD-ROM, will be mailed to firms on the solicitation mailing list concurrently with the posting on the Internet.
