- The Space and Missile Systems Center (SMC) Advanced Extremely High Frequency (AEHF) Communications Satellite Program Office is assessing options to procure an evaluation of a major DoD communications satellite system's security functionality according to ISO 15408, Common Criteria For Information Technology Security Evaluation. The Advanced Extremely High Frequency (AEHF) satellite communications (SATCOM) system will provide secure, survivable communications to the US warfighters during all levels of conflict, and will be the protected backbone of DoD?s Military Satellite Communications (MILSATCOM) architecture. Requirements for connectivity exist across the spectrum of mission areas, including land, air, and naval warfare; special operations; strategic nuclear operations; strategic defense; tactical operations; theater missile defense; space operations and intelligence. This new system will greatly increase both the available single user data rate and total satellite capacity while maintaining the essential features of Milstar II. The AEHF system security documentation consists of six security targets -- four for the ground segment and two for the space-based segment. SMC will host an initial Industry Day at the Aerospace facility in El Segundo, California that will include the responding Common Criteria Test Laboratories (CCTL), SMC/MCA, and The Aerospace Corporation. Participants in the initial interchange meeting will be notified of future meetings. The initial meeting will entail an AEHF program office presentation of the system description and evaluation expectations. Interested parties must be National Information Assurance Partnership (NIAP) certified and authorized by the DoD Defense Security Service to possess and process SECRET information. The respondents must provide their qualifications to perform an evaluation of multiple security targets at an assurance level (EAL) of three and higher. Responses shall be limited to 10 pages and include a concept of their evaluation process. Responses are due to SMC/MCK, Attn: Ann R. The Industry Day will be held at the US ONLY unclassified level and will be held on 25-26 Apr 02. All registrants will be provided industry day details as they become available by email. Separate one-on-one meetings between government and industry representatives will be scheduled for 25-26 Apr 2002 at The Aerospace Corporation, El Segundo. Industry representatives should contact 1Lt James Dentice, SMC/MCA, at (310) 336-4478, or by e-mail at James.Dentice@losangeles.af.mil, to attend the RFI meeting and schedule a one-on-one meeting (one-hour slot) no later than 19 April 02. There will be no at the door registration permitted. All conference participators must register in advance by 19 Apr 02. This request is for information and planning purposes only, in accordance with FAR clause 52.215-3. This request is not a Request for Proposal (RFP) and does not commit the Government to pay for preparation costs. Respondents are advised that no contract will be awarded on the basis of a response to this RFI. This information will be used to support the US government?s planning for CCTL participation. This request is subject to review or cancellation at any time. An announcement will be published prior to the release of a RFP. See note 25 and 26.
