- The U.S. Department of Commerce, National Ocean Services, Flower Garden Banks National Marine Sanctuary, Bryan, Texas, intends to contract for research specialist support services. Background: The Flower Garden Banks National Marine Sanctuary (FGBNMS) encompasses three separate topographic highs covering approximately 43 square nautical miles, approximately 107 miles south of the Texas/Louisiana border in the Gulf of Mexico. Historically, the majority of scientific investigations have focused on the more accessible, shallower portions of the Sanctuary (within SCUBA diving range ? above about 130 feet). This area represents less than 1% of the area encompassed by the Sanctuary boundaries. Recent efforts using Remotely Operated Vehicles (ROVs) and submersibles have expanded our investigations into the deeper portions of the Sanctuary. Many hours of data analysis including direct survey observations and post-processing are required to gain the full benefit of the submersible operations (including ROV). Analysis includes identification and assessment of abundance of deep reef fish population, characterization of the benthic habitat, and identification of benthic components. During the upcoming field season, the FGBNMS is planning at least three four-day dedicated ROV cruises to continue investigation of the deeper regions within the Sanctuary. A National Oceanic and Atmospheric Administration (NOAA) initiative, Islands in the Stream, along with Dr. Sylvia Earle and a team form National Geographic's Sustainable Seas Expedition, will be joining together with Sanctuary personnel to explore these areas with Nuytco's Deep Worker 2000 and within the FGBNMS boundaries, but also several other topographic features on the continental shelf in the northwestern Gulf of Mexico. PAGIS (Protected Area Geographic Information System) is a joint initiative between the Office of Ocean and Coastal Resource Management (OCRM), and the Coastal Services Center (CSC). The development of this program provided for the integration of GIS into the National Marine Sanctuary program. In 1998 CSC provided each Sanctuary with the hardware and software to implement GIS. This position will allow FGBNMS to expand their capabilities utilizing this powerful science/management tool, and to integrate the data in systematic and useful components. SCOPE OF WORK: During ROV and submersible activities, the contractor will be required to work on-site. Some travel will be involved. FGBNMS will provide the necessary monies to cover reimbursable travel. Pre-approved equipment purchases will be reimbursed. The following tasks will be completed by the Research Specialist: TASK 1: Participate on-site during Sanctuary sponsored ROV and submersible operations, as well as several SCUBA investigations on reef cap. Analyze tapes obtained from ROB and submersible investigations during Sanctuary operations as well as NOAA's Islands in the Stream initiative, in conjunction with National Geographic's Sustainable Seas Expedition. Analysis to include fish identification and abundance, benthic habitat description, and benthic component identification. ROV Operations: 12 days at sea, tape annotations ? up to six hours of tape per day, cruise summaries, integration of data into GIS. Islands in the Stream: Up to 30 days at sea, tape annotations ? up to six hours of tape per day, cruise summary, integration of data into GIS. TASK 2: Work with available data for pre-selected northwestern Gulf of Mexico topographic features to develop (GIS) bathymetric maps to use as a base to overlay submersible and ROV tracks during Islands in the Stream/Sustainable Seas Expedition 2002. Integrate bathymetry into Winfrog tracking system. REQUIREMENTS: The contractor must have a biological background, with experience in application or comparable class work of GIS. He/she must have specialized skills and experience in deep reef habitat analysis, including thorough knowledge of Gulf of Mexico deep reef fishes and associated habitat, and trophic ecology. He/she must have the ability to describe the above from videotape images. He/she must be capable of self-direction after initial instruction on specific tasks, have computer skills (both Mac and PC preferred), experience in field work at a marine setting (therefore, SCUBA skills). Additional skills in taxonomy, working knowledge of digital videotape editing, analysis, still frame capture, and benthic habitat assessment via photoquadrat analysis. He/she must have experience with GIS (ArcView software, including Spatial and 3D Analyst) and ability to integrate bathymetric data into Winfrog tracking system. Prior experience with oceanographic data collection and knowledge and experience with marine resources will greatly enhance productivity. DELIVERABLES: Bi-weekly progress reports shall be submitted to the Sanctuary Manager and Research Coordinator for inclusion in the Sanctuary wide site reports. Quick-look cruise reports after each cruise (contribute to Sanctuary research team effort). GIS based CD showing ROV and submersible tracks overlaid on bathymetry and data analysis ? one CD per cruise. At completion of contract, a single GIS based CD summarizing cruise data to date will be produced. PERIOD OF PERFORMANCE: Anticipated award date (April 18, 2002) - December 31, 2002.
