- Description
- Contractor shall provide non-personal services including all necessary plant, labor, tools, parts, materials, equipment, facilities, transportation, supervision, and all other essentials necessary to perform grounds maintenance services at Cannon AFB, NM. All work shall be accomplished in accordance the Statement of Work (SOW). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is a firm fixed price, requirements type contract with a performance period of 01 Jan 2001 or date of award, whichever is later, through 30 Sept 2001 with four (4) one-year options. This proposed procurement is under a 100 percent Small Business Set-Aside. The NAICS Industry Code 561730, Landscaping Services, and is defined as a concern whose average annual receipts for the preceding three fiscal years did not exceed $5 million. Request for Proposals will be tentatively issued on or about 08 Nov 2000 with receipt of proposals tentatively scheduled on or about 08 Dec 2000. A pre-proposal conference/site visit is scheduled for 15 Nov 2000 at 9:00 A.M. MST at the Contracting Office, Bldg 300, Room 135. For evaluation purposes, Contractors submitting proposals are required to include not less than three (3) verifiable previous projects performed in the last two (2) years. Past performance information shall be used in evaluation for award and should include sizes of projects, points of contacts and locations. For the purposes of award, offers will be evaluated based upon the following factors, listed in descending order of importance: (1) Past Performance and (2) Price. Price will be evaluated for realism, completeness and reasonableness. The past performance factor noted in this section will be considered more important than price. Offerors are cautioned that award may not be made to the Offeror submitting the lowest cost. Offerors are also advised that award may be made without discussions or any contact concerning the proposal received. Therefore, proposals should be submitted in the most favorable terms from both evaluation factors. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
