- Description
- NASA/MSFC plans to issue the Final Request for Proposal (RFP) for Research and Development (R&D) Space Flight and Associated Hardware for Marshall Space Flight Center. The Government anticipates the award of a Cost-Plus-Incentive-Fee (CPIF) contract with a one-year base period of performance and four one-year options. The provisions and clauses in the RFP are those in effect through FAC 2001-02. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total Competitive 8(a) Setaside. The NAICS Code and Size Standard are 541710 and 1,000, respectively. The DPAS rating for this procurement is DO-C9. It is anticipated that the final RFP 8-1-2-E3-D6788 will be released on or about April 12, 2002. The due date for receipt of proposals is approximately 30 days after release of the final RFP. Due to increased security at the entrances to Redstone Arsenal and Marshall Space Flight Center, all offerors shall allow adequate time to meet the deadlines specified in the RFP for all hand-carried offers. Offerors not currently badged for Redstone Arsenal access, and driving privately owned vehicles (POV) must provide driver's license, proof of automobile insurance, and Government point of contact. A draft RFP was released earlier to industry for comment on February 22, 2002, and an industry briefing was held at MSFC on March 8, 2002. An ombudsman has been appointed. See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. The documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (www) server , which may be accessed using a www browser application, The Internet site, or URL, for the NASA/MSFC Business Opportunities page is http://nais.msfc.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=C&pin=62 Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
