- Pre-solicitation Notice, NAICS Code 541620 Title: Development of Remote Sensing Methods for Program Evaluation of an On-Board Diagnostic Fleet for the Environmental Protection Agency's (EPA) Office of Air and Radiation/Office of Transportation & Air Quality (OAR/OTAQ). The EPA's OTAQ office has worked to develop methods to evaluate various Inspection and Maintenance (IM) program scenarios and their impact on air quality. The EPA seeks proposals to provide a plan for the development of fleet evaluation methods that may be used to estimate the emissions of an On-Board Diagnostic (OBD) system. The plan/study shall focus on quantifying the emissions of an OBD fleet not subjected to (IM) requirements so that these baseline, No-IM emissions may be compared to those emissions from an OBD fleet that is subjected to IM testing. The work to be performed shall include: collection of RSD data from a No-IM OBD fleet at an agreed upon site over three successive years; submit two (2) reports outlining the procedures used to estimate the No-IM OBD fleet emissions; and compare these results to results obtained from other E-23 project studies focused on estimating the OBD fleet emissions from areas with functioning IM programs. All existing data or newly collected data shall adhere to the RSD data collection guidelines developed by previous E-23 fleet characterization studies. If the data do not conform to these guidelines, then the discrepancies shall be identified and the impact these discrepancies might have on the analyses shall be discussed and quantified where possible. The full Statement of Work will be included as an attachment to the solicitation. Award will be made to the offeror whose proposal provides the best value to the EPA, technical, price and other factors considered. The full technical evaluation criteria will be included in the solicitation. The solicitation will be available on or about 11 April 2002 at http://www.epa.gov/oam/cinn_cmd/ It is estimated proposals will be required within 15 days of solicitation issuance.
