- Description
- The U.S. EPA, National Risk Management Research Laboratory (NRMRL) intends to negotiate on a sole source basis with P S Analytical under the authority of FAR Part 6.302-1 for the procurement of an on-line, mercury (Hg), continuous emissions monitor (CEM). The CEM will be used to evaluate Hg control technologies for coal-fired boilers. The instrument must provide speciated (total Hg, elemental Hg, oxidized Hg) measurements of coal combustion emissions at various locations. The CEM to be procured must be compatible and interchangable with existing monitoring equipment. EPA currently has a PS Analytical Hg CEM of the type required and maintains a comprehensive inventory of replacement parts for the existing analyzer. EPA source research indicates that P S Analytical is uniquely qualified to provide the required analyzer based on the fact that it is the only firm capable of providing an instument that is compatible with the existing Hg CEM. This notice is not a request for quotations. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 334516. The anticipated award date is 4/15/02.
