Description
The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure the following on an other than full and open competition basis from General Atomics: Continued development, integration, and testing of the Kill Assist, All Weather Targeting System (KAATS). General Atomics is the prime contractor and sole designer and developer of the KAATS. This procurement includes refining component design but primarily it is the integration of existing sub-systems. The requirement for KAATS requires the integration of critical subsystems into a complete system of systems. Key critical subsystems are the Lynx SAR sensor, multi-look SAR image processing, relative GPS algorithms, and a tactical Uninhabited Aerial Vehicle (UAV) with ground control station. General Atomics uniquely possesses all of these subcomponents: The Lynx SAR, tactical UAV (Predator, I-Gnat, Predator B) and Ground Control Station (GCS) are company production items while the multi-look SAR image processing and relative GPS algorithms were refined and upgraded from General Atomics products. Only the Lynx SAR meets the range, accuracy, and resolution requirements for the KAATS all weather sensors in a size compatible with tactical UAVs. General Atomics has developed unique methods and processes to generate precision target position information by multi-look SAR image processing and GPS signal interpretations. The proposed contract type is a Cost Plus Fixed Fee. This notice of intent is not a request for competitive proposals. However, any interested person may identify their interest by submitting their qualifications and capability to perform, and/or a proposal within 45 days after publication of this synopsis.
