Description
NA The objective of this acquisition effort will be to provide for software development, system engineering and support services for a family of Army PM Ground Combat C2 programs to include: (1) the Global Command and Control System-Army (GCCS-A), (2) the Man euver Control System (3) the Combat Service Support Control System (4) the Common Software family of products. The effort will require the successful bidder to define a common infrastructure and architecture that supports integration of common and system unique applications required to support the functional, performance and interface requirements of this family of products. The goal is to define a common infrastructure and define/develop common applications in a manner that builds upon/provides an evolution from the Army Battle Command System V7.0 architecture and leverages existing and planned joint components wi thout constraining growth/schedule within the individual Army program and ABCS System of Systems requirements and allows for a better integrated, more affordable, more robust and extendible ABCS core infrastructure and application environment within schedu le/cost/design constraints of the individual programs and the ABCS environment. This effort will also (1) provide for the continued software, training and fielding support required to field and maintain the current and newly developed GCCS-A, MCS, CSSCS and CS products (2) provide for a transition of development, maintenance, integrat ion & fielding responsibility from the current development/support contractors (3) provide for a migration plan from the current architecture/design that allows for evolutionary insertion of the new architecture/design/components in concert with the indivi dual program objectives and the ABCS System of Systems objectives. The effort will further provide for not only the system engineering services required to define the architecture/design for the PM Ground Combat C2 programs identified above, but to provide system engineering services associated with definition of the Syst em of Systems level ABCS environment currently supported by a System of Systems Engineering and Integration (SSEI) ABCS team. The SSEI task will be a separate task that supports the System of Systems level ABCS definition of requirements, communications a rchitecture, centralized infrastructure, vertical/horizontal interoperability, and system of systems level integration across ABCS systems. System engineering products developed by the SSEI team will flow down to not only the GCC2 system engineering activ ity to shape the infrastructure/architecture but will also affect the other ABCS Battlefield Functional area developers in terms of definition of requirements, interfaces and integration requirements for future ABCS versions. The other ABCS BFA systems wi ll have input into the defined common infrastructure/architecture defined under the SSEI efforts. A draft statement of work (SOW), System/Subsystem Specification for the family of products and solicitation will be released on the Army CECOM Interactive Business Opportunities Page (IBOP) ( https://abop.monmouth.army.mil) in the May timeframe. This effo rt will also be targeted to be briefed at the Advanced Planning Briefing for Industry in May. This notice is not a request for bids or proposals, but is intended to advise industry of the planned acquisition activity. Questions/responses to the SOW/SSS/ Solicitation will be responded to via the IBOP process when posted in May. Target for award is Spring/Summer CY03.
