Description
NA Perform Type A, B and C Architectural and Engineering services. These services will be required for an undetermined number of projects of varying size and complexity. The various types of projects will generally include paving projects ranging from parki ng lots to runways and will include new construction and repair of existing; repair/replacement of boilers and hydronic heating systems; electrical distribution system repairs and modifications; various types of facility rehabilitation projects; possibly s ome facility additions, and some new facility construction, etc. The range of estimated project construction costs may vary from $5,000 to $5,000,000. Individual delivery orders will be limited to $550,000 and the overall contract will be limited to $2,0 00,000.00 per year. Request qualified Architect-Engineer consulting services to perform Type A(Investigative), Type B (Design) and option for Type C (Construction surveillance and inspection) services for the above described range of projects. Type A Ser vices shall include but not be limited to making investigations, collecting data, performing analyses, making presentations and conducting other fact finding studies as might be necessary to support the design of the system project. This shall include mak ing economic feasibility studies and developing scopes of programmed projects. Type B Services shall include engineering calculations and analyses, complete design, statements of probable cost, complete detailed construction documents of such quality and completeness as to be competitively bid by contractors. Type C Services shall include all personnel, equipment and materials necessary to perform all material data and shop drawing reviews, complete construction compliance inspection and material testing as required in the construction documents. A-E selection will be based on the following criteria listed in order to importance as listed: 1. Professional Qualifications; The qualifications of the individuals that will be used for these services will be examined for experience and education. The specific disciplines that will be evaluated are Civil, Mechanical, Electrical, Structural, Environmental Engineers, Architects, Estimators, Specifications Writers, Surveyors, and Draftsmen. 2. Specialized Exper ience; Since this contract is expected to incorporate a wide range of various types of projects, the experience of the firm and its? consultants in a multitude of project types will be evaluated. Specific experience with HVAC design, paving design, fire d etection and suppression system design, roofing designs, electrical system designs, knowledge of the locality and facility rehabilitation designs will be evaluated. 3. Capacity to Accomplish the Work; No unreasonable design deadlines are anticipated, how ever, the general workload and staffing capacity of the design office will be evaluated. The firm?s ability to respond to the needs of the client especially in performing site investigation and in determining the customer?s needs will also be evaluated un der this category. 4. Past Performance; The past performance of the firm on projects for government (federal, state, local) agencies and private concerns will be examined. 5. Location; The geographic proximity of each firm t the Alpena CRTC will be eva luated. This criterion will apply to the office from which the majority of the design services will be performed. 6. Volume of DOD Work; The volume of DOD work the A-E firm was awarded during the past year will be examined. 6. Extent of Participation of SB, SDB, historically black colleges and universities and minority institutions in the proposed contract team, measured as a percentage of the estimated effort. The A-E is requested to identify this information on the SF 254. Absence of this informati on could impact the evaluation. Architect-Engineer firms which meet the requirements described in this announcement and wish to be considered for selection are invited to submit, to the Contracting Officer within thirty (30) calendar days (inclusive) of the date of the appearance of this announcement in Fed Biz Ops, the following documents: 1. A complete Standard Form (SF) 254, U.S. Government Architect-Engine er Questionnaire. Only the 11-92 edition will be accepted. Additionally, all responding firms which do not have a current (within the past 12 months) SF 254 on file with the North Pacific Division, Corps of Engineers, must furnish a completed SF 254 to t hat office. 2. A SF 255(Revision 11-92), Architect-Engineer and Related Services Questionnaire for this specific project. SF 255 (Revision 10-83) is obsolete and only the 11-92 edition of SF 255 will be accepted. It is requested interested firms list t he fee amount and date of all DOD contracts awarded during the last 12 months to the firm and all subsidiaries in Block 9 of the SF 255. Firms with more than one office must indicate on the SF 255 the office out of which the work will be performed and the staffing composition of that office. Also, the business size status (large, small and/or minority) should be indicated in Block 3. Definition: A concern is small if the annual receipts averaged over the past three fiscal years do not exceed $4 million. No other information including pamphlets or booklets is requested or required. No other general notification to firms under consideration for this project will be made and no further action is required. Solicitation packages are not provided for A/E co ntracts. The Army Single Face to Industry site is http://acquisition.army.mil. Release of a firm?s status will occur within ten (10) days after ap proval of any selection. This is not a request for proposals. Three (3) copies of all forms must be submitted to the following address: USPFO for Michigan, Contracting Office, 3111 W. St. Joseph Street, Lansing, Michigan 48913-5102. The Government proposes to enter into firm fixed price delivery orders for these services under this contract. Estimated start date f or these services is January 2003. This is not a request for proposal. This announcement is open to all business firms regardless of size. If a large business is selected to negotiate a contract, the firm will be required to present an acceptable Small Business and Small Disadvantaged Business Plan in accordance with Public Law 95-507 prior to award of the contract. The current subcontracting goals are Small Business 78.2%, HUBZone Small Business 2.5%, Small Disadvantaged Business 3.6%, Woman-Owned Smal l Business 9.6%, Service-Disabled Veteran Owned 3.0%. These percentages are applied to the total amount of subcontracted dollars. This contract will be written for an initial performance period of one year and will include an option for a renewal for fou r additional years.
