Description
The U.S. Department of Education, Federal Student Aid (FSA) intends to enter into a sole source contract for a student aid awareness campaign lasting approximately 26 weeks with ABC Radio Networks and The Tom Joyner Morning Show. Under the proposed contract, FSA will be provided with a radio campaign for student aid awareness activities and information dissemination to promote postsecondary education for low-income and minority students. The goals of this promotional campaign are to: (1) raise awareness of the availability of federal student aid; (2) educate and engage parents in their child's high school career; (3) motivate students and parents to seek further information; and (4) encourage students and parents to visit the FSA website and ultimately complete the Federal Application for Student Aid (FAFSA). FSA anticipates that the major tasks to be performed include the following: (1) a radio broadcast specifically reaching the target audience; and (2) hosting a website featuring information about federal student aid. The Government intends to include options in the contract for additional campaigns and student aid awareness activities. Interested parties who can show they have the capabilities to support FSA through a radio campaign and information dissemination effectively reaching the targeted audience should submit their capabilities statement by 2:00 P.M. Eastern Standard Time, May 6, 2002; to Carolyn S. Dickens, Contracting Officer, U.S. Department of Education, Federal Student Aid, Union Center Plaza, 830 First Street, NE, Room 101H4, Washington, DC 20202-5405.
