Description
This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 52-DGNR-2-90001, is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-37. The U.S. Department of Commerce/NOAA intends to contract. the following services: operational time aboard a qualified research vessel in support of sea going research in the Bering Sea and Northern Pacific Ocean. The following standards apply (1) The University National Ocean Laboratory System (UNOLS) operates research vessels designed specifically to conduct oceanographic research. UNOLS vessels are equipped and manned to provide support for oceanographic research operations. (2) The critical schedule for the Fisheries-Oceanography Coordinated Investigation (FOCI) corresponds to the spring spawning season of pollock in the May time frame. The Contractor must be in the area and available to charter during the critical time frame. Retrieved data from the spawning season is critical to the management of the pollock fishery in the Alaska region. The maintenance of the Tsunami array is critical to the Pacific Tsunami Early Warning System. Provision 52.212-1 Instructions to Offerors-Commercial applies to this acquisition. Provision 52.212-2 Evaluation Criteria -- The major evaluation factors to be considered in the acquisition are technical, past performance, and price. The technical factor will weigh significantly more than past performance. Technical and past performance, when combined are paramount, when compared to price. Offerors are to include a completed copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items with its offer, Clause 52.212-4 Contract Terms and Conditions - Commercial Items, applies to this acquisition; Clause 52.212-5 contract terms and conditions required to implement statutes or executive orders - Commercial Items, applies to this acquisition; 52.222-35 Affirmative Action for special Disabled and Vietnam Era Veterans, 52.222-36 Affirmative Action for Handicapped Workers, 52.225-3 Buy American Act, FIRMR 201-39.5202-3. Any additional contract requirement(s) or term and conditions determined by the Contracting Officer to be necessary for this acquisition and consistent with customary commercial practices will be incorporated. Any source that believes that it can supply the required services within the time period required shall respond by submitting a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirement, within 15 days of this notice, to the above address. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. It is required pricing data be included as part of the response, including terms and conditions.
