Description
Synopsis for Public Restroom Renovation at the Byrne/Green Complex, 600 Market Street, Philadelphia, PA THIS PROCUREMENT IS 100% SMALL BUSINESS SET-ASIDE Phase 1 of the Public Restroom Renovation project for the Byrne/Green Complex is as follows: Renovate the men?s & women?s locker rooms and adjoining eating areas located in the basement of the Byrne Building according to the drawings and specification. Renovate the restrooms located on floors 1 through 3 within the Green Building. Renovate the United States District Court restrooms located on the second floor of the Byrne Building adjacent to the jury room. The main risers and branch exhaust lines for floors 1 through 4 within the Green Building shall be cleaned and sealed from air leaks. New ceiling registers shall be provided for floors 1 through 3. The four (4) exhaust fans serving the restrooms on floors 1-10 within the Green Building shall be cleaned, balanced, and worn bearings shall be replaced. New energy efficient motors for the exhaust fans shall be provided. Provide exhaust fan monitoring alarms to sound when the exhaust fan becomes inoperative. The four exhaust fans serving the restrooms on floors 1-22 within the Byrne Building shall be cleaned, balanced and worn bearings shall be replaced as needed. New energy efficient motors for the exhaust fans shall be provided. Provide exhaust fan monitoring alarms to sound when the exhaust fan becomes inoperative. These monitoring alarms shall be connected to the building?s BMS system. Provide new ball valves on the domestic water lines for floors 1 through 3 of the Green Building. In addition, stop valves shall be installed at the devices utilizing angle valves set at a 45-degree angle. Remove the existing pressure reducing valves for floors 1 through 3. Provide new pressure reducing valves. Valves must be adjusted to the proper pressure for each floor. Install stand alone restroom signs for all public restrooms on floors 1 through 10. The total duration for the above work is 210 calendar days. Option1 ? Renovate restrooms located on the fourth floor within the Green Building. Provide new ceiling registers within the restrooms on the fourth floor. Provide new ball valves on the domestic water lines. In addition, stop valves shall be installed at the devices utilizing angle valves set at a 45-degree angle. Remove the existing pressure reducing valves. Provide new pressure reducing valves. Valves must be adjusted to the proper pressure. Total duration for the Option I work is 60 calendar days. Estimated Cost: $1,000,000 - $2,000,000 including Option1. The SIC Code for the above work is 1542 and the NAICS Code is 233320. The solicitation GS-03P-02-AZC-1000 will be issued on or about April 30, 2002. This solicitation will be issued as a Small Business Set-Aside Negotiated Procurement with Definitive Responsibility Criteria (DRC's). The DRC's are: Contractors Past Experience, Project Manager and On-Site Superintendent qualifications. The Bidder with his proposal must submit evidence demonstrating that the proposed DRC's meet the applicable responsibility criteria. FAILURE TO SUBMIT THE REQUIRED EVIDENCE AND/OR RELATED INFORMATION AS REQUESTED BY GSA WILL RESULT IN A FINDING OF NON-RESPONSIBILITY as defined by FAR Part 9. Contractors Past Performance : -The bidder shall have completed a combined total of $1,500,000 worth of architectural, HVAC, plumbing and electrical renovation projects in a fully occupied high-rise building since 1999. -The bidder must demonstrate that he/she has successfully completed at least two phased restroom renovation projects of $500,000 or more. -The bidder must demonstrate his/her knowledge of the International Plumbing Code, International Mechanical Code and the Uniform Federal Accessibility Standards (UFAS) or the American with Disabilities Act (ADA). For each project identified, potential offerors will be required to provide the following information: a. Name and Location of the project. b. Description of the work. c. Description of the work performed by the proposed project manager/superintendent, including their role/title on the project. d. Total dollar value of the project and the value of work completed by the contractor. e. Size of the project. f. Completion date of the project. g. One owner contact, including the owner's name, current address, current telephone number, and a knowledgeable reference (either the Owner or Architect's representative during construction, or the individual currently responsible for the Building. Projects with references that cannot be contacted will not qualify. Designated Project Manager -Project Manager must have a minimum of 3 years experience in the administration of construction projects involving architecture, HVAC, plumbing and electrical work costing over $1,000,000. -Project Manager must have been an employee of the bidder during the previous two years. -Project Manager must demonstrate his/her knowledge of the International Plumbing Code, International Mechanical Code and the Uniform Federal Accessibility Standards (UFAS) or the American with Disabilities Act (ADA). For each project identified, potential offerors will be required to provide the following information: h. Name and Location of the project. i. Description of the work. j. Description of the work performed by the proposed project manager/superintendent, including their role/title on the project. k. Total dollar value of the project and the value of work completed by the contractor. l. Size of the project. m. Completion date of the project. n. One owner contact, including the owner's name, current address, current telephone number, and a knowledgeable reference (either the Owner or Architect's representative during construction, or the individual currently responsible for the Building. Projects with references that cannot be contacted will not qualify. Designated On-Site Superintendent -On-site Superintendent must have a minimum of 5 years experience in the supervision and coordination of architectural, HVAC, plumbing and electrical construction work costing over $1,000,000. -On-site Superintendent must have been an employee of the bidder during the previous two years. -On-site Superintendent must demonstrate knowledge in phasing of plumbing and mechanical construction. -On-site Superintendent must have knowledge of the International Plumbing Code, International Mechanical Code and the Uniform Federal Accessibility Standards (UFAS) or the American with Disabilities Act (ADA). For each project identified, potential offerors will be required to provide the following information: o. Name and Location of the project. p. Description of the work. q. Description of the work performed by the proposed project manager/superintendent, including their role/title on the project. r. Total dollar value of the project and the value of work completed by the contractor. s. Size of the project. t. Completion date of the project. u. One owner contact, including the owner's name, current address, current telephone number, and a knowledgeable reference (either the Owner or Architect's representative during construction, or the individual currently responsible for the Building.
