Description
NA The project involves providing protection at eight areas in Oregon along the interface of Columbia River with Interstate Highway 84 where wind caused wave action is causing bank erosion that threatens the highway. Four sites are between Corbett and Rooste r Rock. Two sites are east of Rooster Rock. One just west and one just east of Multnomah Falls. We may reduce the number of sites addressed to a lesser number of the most critical sites. The PDA phase consists of all planning and design activities requ ired to demonstrate that Federal participation in a project is warranted, and completes all technical and regulatory activities necessary to approve the project and award the construction contract. The sponsor of the project is the Oregon Department of Tr ansportation (ODOT). ODOT has done some coordination with National Marine Fisheries Service (NMFS) regarding the needed bank protection work. NMFS prefers that bioengineering solutions be applied to the erosion problem areas. However, ODOT has determine d that true bioengineering based protection is not appropriate because of the erosive energies involved and the critical nature of the 1-84 Highway. ODOT has looked at design concepts at the milepost (MP) 22.5 and 22.9 areas and have proposed riprap prote ction with plantings and woody debris incorporated into the stone/bedding with boulders or barbs placed at the base of the slope. There is one area at Rooster Rock State Park that is sheltered from wave action where ?true? bioengineering may be applied. Consideration will also be given to using other structural units for erosion protection such as articulated concrete mattresses, Reno mattress and gabions. This procurement is unrestricted and open to both small and large businesses. Magnitude of construction is $1,000,000.00 to $5,000,000.00.
